RADIOACTIVE MATERIALS AT B&W NESI Contact, Christopher Swierczek,

Officer, 630/252-2956. The Department of Energy (DOE) intends to
negotiate a contract with the Babcock & Wilcox Nuclear Environmental
Services, Inc., (B&W-NESI) on a sole source basis in accordance with
FAR 6.302-1(a) for a 60 month period for continued storage of DOE
radioactive hot cell waste and Spent Nuclear Fuel (SNF) currently
located at the B&W-NESI facility. Previous DOE Programs with two
utility contractors for extended fuel burnup included hot cell work
that was subcontracted to B&W-NESI. This work has been completed, and
B&W-NESI now provides storage services for hot cell waste under a prime
contract with DOE that will expire on 9/30/96. DOE radioactive waste
generated from the hot cell work is presently being stored at the
B&W-NESI's Lynchburg, Virginia facility which was specifically
constructed to store such radioactive waste. The services required by
the DOE are continued storage of the radioactive waste at the B&W-NESI
facility. The material to be stored consists of waste in canisters or
drums. There are also three (3) intact fuel rods (approximately 6
kilograms heavy metal) stored in a Cask Handling Area (CHA) storage
pool adjacent to a hot cell. The waste canisters contain approximately
thirty-eight (38) kilograms of heavy metal SNF/Remote Handled
Transuranic (RH-TRU) material stored in canisters located in
below-ground storage tubes. These aluminum or stainless steel canisters
measure approximately 4.25'' diameter x 33'' length and the final
estimated radionuclide content of the canisters is 124,000 Ci. Storage
is also required for additional RH-TRU waste contained in
non-compacted 30 gallon (DOT 17H) stainless steel drums and 30 gallon
carbon steel drums contained in 55 gallon stainless steel drums and 30
gallon carbon steel drums contained in 55 gallon stainless steel
overpacks; there are 16 drums contained in the 55 gallon overpacks. The
final number of RH-TRU waste canisters and drums has not been
determined, but will not exceed 20 canisters and 90 drums. The storage
facilities consist of 2 sets of underground storage tubes encased in
concrete. One set contains 9 tubes 6'' in diameter and 9' deep. Tubes
in the other set are 6'' in diameter and 5' deep. The RH-TRU waste
packaged in drums is stored in an in-ground location consist of 8
silos, 6' in diameter and 16' deep. The silos are steel cylinders
encased in concrete. The 3 intact fuel rods are stored in a storage
pool adjacent to a hot cell. DOE intends to award a sole source
firm-fixed price prime contract to B&W-NESI to continue to provide
these storage services. A new proposal for these storage services would
also have to include the preparation of a plan to package and ship the
DOE-owned SNF and RH-TRU waste, the costs for preparation of the
DOE-owned SNF and RH-TRU waste for shipping, the costs of organization,
characterization and repackaging of the DOE-owned drums in preparation
for shipping, and the costs of the maintenance and surveillance of the
DOE-owned SNF and RH-TRU waste stored in a ready-to-ship configuration
in accordance with all applicable laws and regulations until such time
as DOE removes the materials. The schedule for putting a contract in
place is the end of this fiscal year. All responsible sources may
submit a bid, proposal, or quotation for performing all of the
activities described above to the 60 month period. Respondents should
provide clear indication of demonstrated capability to provide these
services. Concerns having the capabilities to perform the work within
the schedule are invited to submit complete information to the
procurement office listed in this notice within 45 calendar days of
this notice. This is not a formal solicitation, and one is not expected
to be issued. However, respondents may request to receive a copy of a
solicitation if, and when, it becomes available. See Numbered Note 22.
