Provide all labor, material and equipment necessary to perform routine
drydock repairs to the USCGC VICE (WLIC-75305), and the CG Barge.
There is a geographic restriction, ``the vessel is restricted from
Tampa, FL to Jacksonville, FL via Intra Coastal Waterway. The major
items which may be performed include but are not limited to the
following: 1. Welding Repairs, 2. Remove, Inspect, Repair and reinstall
Propeller Shaft 3. Renew Water-Lubricated Shaft Bearings 4. Remove and
Reinstall Propellers 5. Perform Minor Repair and Reconditioning of
Propeller clean and Test Grid Coolers 6. Clean and Test grid coolers 7.
Overhaul, Renew and test valves 8. Inspect and Test air receivers 9.
Remove, Inspect and Reinstall Rudder Assemblies Inspect and Test Deck
Fittings 11. preserve Barge Weather Deck 12. Clean and Inspect Diesel
Fuel Tanks 13. Preserve Underwater Body 14. Renew Corrosion Preventive
Zinc Anodes on Barge And Tender 15. Provide Temporary Messing 16.
Provide Temporary Berthing 17. Ultrasonic Testing 18. Provide Temporary
Logistics 19. Routine Drydocking 20. Renew Plating, Piping Penetrations
& Framing Sections 21. Renew Deck Fittings 22. Modify SSDG Grid Cooler
Recesses 23. Replace Barge Scuttles 24. Renew Tender Forward Rake
Manhole Assemblies 25. Renew Fuel Oil Piping 26. Preserve Bilge in

Compartments Vessels homepier in St. Peterburg FL. and availability is
scheduled to begin 28 October 1996 for 42 days. Vessel length is
76'1'', and the CG Barge is 68' 61/2''. There will be a non-refundable
charge required in the form of a certified check or money order made
payable to the U.S. Coast Guard in the amount of $100.00 for requested
U.S. Coast Guard specification reference drawings. The proposed
contract listed here is part of the Small Business Competitiveness
Demonstration Program and is open to both large and small businesses.
Plans and specifications will be issued on or after 22 April 1996. All
responsible sources may submit a bid which shall be considered by the
United States Coast Guard. For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receiving financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payments bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
