This acquisition is open to all interested parties, and will be accomplished as a public/private competition. Work will include accomplishment of analytical condition inspection (ACI), major structures and systems inspections, system tear down, inspection and overhaul, major modifications and time compliance technical orders (TCTOs). Work will include teardown, inspection,modification, and/or overhaul of the engine pylons, the horizontal stabilizer, and leading edge slats. The contractor will accomplish aircraft de-paint and paint and operate backshops in conjunction with the PDM. Facilities and equipment are available for lease through the greater Kelly Development Corporation. Small business involvement in contracted activity is a priority and will be evaluated in the award process. We will host an Industry Orientation Session to provide full access to the facilities and to discuss requirements and key issues. The Industry Orientation Session will occur within the next 30 days and notification will be through the Commerce Business Daily and the Kelly Homepage on the world wide web. Draft RFP release date is planned for Oct 96;a pre-solicitation conference will be held. Prospective offerors are urged to forward any questions regarding information on current business operations for the C-5 Programmed Depot Maintenance Program to address in number 7 above. Details regarding date and time of the pre-solicitation conference will be contained in the draft RFP. In conjunction with the industry orientation session, Kelly will provide on-base space for companies to set up to meet with current employees directly. Company representatives should plan on four days for employee contact.
