The Air Force Flight Test Center is seeking vendors and manufacturers to participate in the planning and development of a telemetry system under the ARTM project as members of the ARTM Technical Group. This group will review technical approaches and solutions. The ARTM project is an OSD CTEIP funded program to address the loss of telemetry spectrum for air vehicle (missile and aircraft) telemetry in the L and S Bands due to commercial users. ARTM, currently in its Concept Exploration stage, will be studying telemetry enhancement technologies such as data compression, error correction codes, modulation techniques, CCSDS telemetry packetization, command and control data links, Demand Assignment/Multiple Access spectrum management, and other technologies showing potential for increasing the efficiency or reducing the bandwidth of RF telemetry systems. ARTM will develop a family of devices to address the efficient use of our shrinking bandwidth and make these devices available to both commercial and government telemetry users. Initial Operation Capability is expected in 1Q/2001. Participation in this program will include review of ARTM goals and objectives, participation in the Technical Group and Users Group, and possible future competitive contract actions. We are also looking for technologies or capabilities developed under corporate IRAD or other internal, industrial development efforts for possible inclusion and further development under the ARTM program. Technologies must be available to the public domain as ARTM plans to compete several Dem/Val type contracts in the 1998 time frame.
