program requires all plant, tools, devices, materials, supplies,
equipment, transportation, and supervision to provide a comprehensive
array of ''line of duty'' medical services. These services are to be
performed for The Pennsylvania Army National Guard. The initial work
shall encompass an acquisition of civilian managed health care services
for approximately 18,000 PAARNG soldiers who incur or aggravate an
injury, illness, or disease in the course of short term duty
assignments (averaging a total of approximately fifty (50) days per
person annually), including travel to and from the training site. The
tentative performance period is for a base year plus two (2) option
years. The resultant contract is to be a firm-fixed price, indefinite
delivery type contract utilizing a commercial item format. The
successful contractor selection criteria will include, in order of
importance: (1) Project Management Plan and Methodology, consisting of
claims processing, data systems management, hotline support (conflict
resolution), contractor management systems, and financial management
systems, (2) Technical Support, consisting of network composition,
performance (compliance with standards and size), implementation
process, and data handling, and (3) Cost. The Government strongly
recommends all interested vendors and their management information
system personnel attend a pre-bid conference on 04 OCT 96, at the
Eastern Army National Guard Aviation Training Site Conference Room,
Building 19-117, Fort Indiantown Gap, Annville, Pennsylvania, at 1300
hours/1:00 P.M. Business size is unrestricted for this Request for
Proposals, therefore inquiries are encouraged from both and large
businesses. Standard Industry Classification is 6324. The projected
dates for the availability of the RFP is 27 SEP 96 and the proposal due
date is 29 OCT 96. Only written requests for one (1) solicitation
packet will be honored. Each request shall include the requestor's
Federal Tax ID Number, complete address, point of contact, phone and
fax numbers, corporate status, and business size. Corporate status is
defined as a) Corporations providing medical and healthcare services,
or engaged in the billing and collecting of payment for such services,
b) other corporate entity, c) sole proprietorship, d) Partnership, or
e) hospital or extended care facility described in 26 CFR 501(c)(3),
that is exempt from taxation under 26 CFR 501 (a). All requests must be
