W -- RENTAL OF AND PREVENTIVE MAINTENANCE CONTRACT FOR AN IMMUNOASSAY ANALYZER SOL N68093-96-Q-0135. DUE 091596. POC R.L. Olson, 910-451-4927 or Contracting Officer, Pearl L. Robinson, 910-451-4924. The U.S. Naval Hospital, Camp Lejeune, NC, intends to issue a sole source purchase order to Abbot Laboratories, Diagnostic Division, Department 943, Bldg AP6C, 100 Abbott Park Road, Abbott Park, IL 60064-3500 for the rental and preventive maintenance and service calls for an Abbott AxSYM system third generation fully automated immunoassay analyzer. Note 22 applies, however, all offers received within 15 (in lieu of 45) days after the date of publication of original synopsis will be considered by the government. Analyzer is bi-directional computer interface with a RS232 interface board and standard ATSM computer interface capable of operating with a Massachusetts University Medical Programming System with working operation interface with documentation compatible with current LIS/HIS (CHCS). Accomodates all primary tube sizes, can use dedicated sample cups, can read all common barcode symbologies. Stores up to 20 user chosen reagent kits of 100 tests on board, up to 60 primary/aliquot tubes or 90 sample cups can be loaded at one time. Walk-away capability of up to 3 hours. 15 minute or less turnaround time for STAT assays, total of 80-120 test per hour. Analyzer must have current capability of performing Ultrasensitive Thyroid Stimulating Hormone (UTSH), Total T3, Total T4, Free Thyroxin4 (FT4), T-Uptake, Ferritin, Leutenizing Hormone (LH), Follicle Stimulating Hormones (FSH), Prolactin, Beta Subunit of Human Chorionic Gonadotropin (BETA-HCG), CKMB, and thereapeutic drug monitoring of drugs Theophylline, Carbamazepine, Gentamicin, Phenytoin (Dilantin), Phenobarbital, Vancomycin, Quinidine, Digoxin, Valproic Acid, Tobramycin, and Carcinoembryonic Antigen (CEA) Tumor Markers (PSA, CEA, and AFP). Capable of Microparticle Immunoassay (MEIA), Fluorescence Polarization Immunoassay (FPIA). Capabilities include/will include: endocrine function, abused drugs, cancer markers, STD markers, cardiovascular, therapeutic drug monitoring, hepatitis/retrovirus, congenital markers, fertility markers, metabolic markers. The analyzer will not use radioactive regeants, can operate in batch or random mode, have on-instrument storage for a minimum of 2000 tests, be capable to store at least 4000 patient results, perform automatic on-instrument autodilution for linear high BETA-HCGS, have on-instrument reagent storage for a minimum of 2000 tests, have on-board quality control program to store at least 5000 data points and capable of printing Levy-Jennings charts, be capable of storing 4 lot numbers and 4 calibration curves of reagents for the same test at any given time, calibration must be stable for 2 weeks, have individual reagent packs with sufficient reagents for at least 50 tests, be able to read bar codes on both patient sample tubes and reagent packages. The maintenance/service calls shall include but is not limited to the following: includes 2 scheduled preventive maintenance calls during the year, unlimited service calls 7 days a week, 24 hours a day, with response time within 24 hours after call. The resultant contract will be a firm fixed price contract for one basic year, 96OCT001 to 97SEP30, and one option year, 97OCT01 to 98SEP30. (229)
