Estimated cost is between $19,000,000 and $22,000,000. THIS PROJECT IS IN METRIC UNITS OF MEASUREMENT. Work shall include, but is not limited to the following: constructing a five-story building plus a Level six mechanical penthouse, which houses courtrooms and their ancillary spaces, secure U.S. Marshall Service facilities serving the courts, a limited amount of secure ground level parking in building and all necessary accommodation for public and user access and function within the building and on the site. The courts building will be a steel-framed structure on foundations with metal deck over steel beam floor construction and metal deck over bar joist roof construction. Base bid site development includes the construction of pedestrain and vehicle access to the courts building, surface parking on site and landscape development for the site. Base bid utility construction includes provision and installation of water supply and electrical connections to existing utility services and provision and installation of sanitary sewer and storm drainage lines into existing utilities. All labor and materials required to provide a complete, fully operational courts building, plus site development, comprise the work of this Contract and includes foundation construction and site work; complete building enclosure; architectural treatments and weatherproofing; complete interior construction and finishes including built-in furnishings and fixtures; special systems for building security and emergency operations; all building utilities and services; and complete, fully operational vertical conveyance systems. At the Pre-Final submission of the construction documents there were 22 options. Prices for the option work will be evaluated. This negotiated, full and open competition procurement will require submission of technical and price proposals in accordance with the solicitation, which will result in a firm fixed-price contract. Letters of interest and non-refundable fee for the documents will be available on or about 9/13/96. Specifications, drawings, and proposal documents will be available on or about 9/18/96. A Pre-Proposal Conference will be held on or about 10/03/96. Price and Technical Proposals will be be due on or about 10/30/96. A Subcontracting Plan is required in accordance with FAR 52.219.9 Small, Small Disadvantaged, and Women-owned Small Business Subcontracting Plan (AUG 1996). Technical evaluation factors will be listed and described fully in the specification. Past performance will be used as an evaluation factor in the award of the contract. A competitive range will be established based on the evaluations of the proposals against established criteria and price. All responsible sources having the capability to perform the services described herein may submit a proposal in response to the solicitation. The greatest value concept will be used for selecting the contractor. The goal of this method of evaluating technical factors and price is to select the proposal that offers the greatest value to the Government, by giving the most for the money, not necessarily the lowest price.
