Janice Speth, Contract Specialist, 301-504-6071. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number 43-3K47-96, is
issued as a Request for Proposal (RFP), and incorporates provisions and
clauses that are in effect through Federal Acquisition Circular 90-39.
The standard industrial Classification (SIC) code is 3523, with a
small business standard of 500 employees. This acquisition will be
procured under a total small business set-aside. The small business
must provide a product of a small manufacturer. The proposed contract
will include one line item as follows: Total Mixed Ration (TMR) Mixer
with the following minimum requirements: 1) MODEL TYPE: Towable
trailer; 2) MIXING CHAMBER to be either reel-type or 4 auger design.
Mixing chamber capacity to be a minimum of four hundred sixty (460)
cubic feet, struck level to top of actual mixing chamber; 3) MATERIAL
DISCHARGE: Conveying mechanism for feed discharge to be either auger or
chain and slate. Conveying mechanism to be hydraulic driven. Discharge
chute to include magnet. Discharge chute unloading height to be
adjustable hydraulically; 4) RAW, DRY HAY CAPACITY: Mixer shall have
ability to mix alfalfa or orchardgrass hay (small square bales) to a
maximum of 20% of total ration weight; 5) DRIVES: All chains and
sprockets shall be encased in weather-proof oil bath enclosures with
external grease bank(s) to all bearings; 6) FLOTATION TYPE TIRES; 7)
SCALE SYSTEM TO HAVE THE FOLLOWING FEATURES: a. Net/Gross mode; b. Tare
feature; c. Remote Display port; d. Known tare weight entry via
keyboard; e. Pre-set load and unload; f. Adjustable pre-alarm; g.
Remote Alarm output; h. Unit to be equipped with external signal light
and horn for remote alarm output; i. Scale head to have sealed
membrane front panel; j. Unit to have non-volatile permanent memory; k.
Scale head to be tractor cab mounted. 8) P.T.O.: 540 r.p.m.; 9) SERVICE
LOCATION: Factory authorized dealer/service location to be within a one
hundred (100) mile radius of the Beltsville Agricultural Research
Center; 10) EXPRESS WARRANTY: All parts and labor to be fully
unconditionally guaranteed for one (1) year from the receipt date of
equipment. Delivery is FOB Destination to USDA in Beltsville, MD within
consignee's premises. Delivery is required on or about November 25,
1996, or within 60 calendar days after award. Any interest/qualified
source who believes they can provide the required equipment must
respond by 4:30 p.m. September 13, 1996. All such responses will be
evaluated in order to determine the ability to meet the above stated
capabilities. The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The following factors in FAR provision
52.212-2 Evaluation-Commercial Item applies, and shall be used to
evaluate offers: technical capability, price and past performance.
Technical capability and past performance, when combined, are
approximately equal to price. Award shall be made to a technically
acceptable offeror, at a fair and reasonable price. The offerors shall
identify where the offered item meets or does not meet each of the
Government functional and performance minimum specification listed
herein. Responses shall include technical specifications, literature,
and other such information corresponding to the required items which
demonstrates the capabilities of the offeror's equipment. The following
FAR clauses and provisions apply: FAR 52.212-1 Instructions to
Offerors-Commercial Items; 52.212-3 Offeror Representations and
Certifications-Commercial Items and 52.212-4 Contract Terms and
Conditions-Commercial Items (includes addendum - Express Warranty). The
following FAR clauses in paragraph (b) of FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items apply: 52.222-26, 52-222-35, 52-222-36,
52-222-37, 52-225-3 and 52-225-21. All offerors must include a
