FISC Norfolk Detachment Philadelphia proposes to acquire, on a sole source basis in accordance with FAR 6.302-1 reagent system supplies/services for Naval Hospital Great Lakes, IL, from Abbot Laboratories. The proposed fixed price contract shall consist of provision of one Axsym analyzer and accessory components for its proper operation and maintenance. In addition, various kits, assays, calibrators and supplies shall be provided, in order to test for a variety of substances, including but not limited to Procainamide, HIV, cocaine, opiates, barbiturates, methadone, and annabinoids. The system and all associated components/ kits/supplies shall be provided for a base period of one year, anticipated to begin on 1 October 1996 through 30 September 1997, with four, one year options. Provision of kits and supplies shall be in accordance with a staggered delivery schedule that varies for each item. This firm is considered the only supplier capable of meeting all requirements. This contract is for supplies/services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The solicitation shall be issued in accordance with the procedures outlined in FAR Part 12, Commercial Items, and the closing date of the resultant RFP shall be 15 days after issuance. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct competitive procurement.
