963-7732 The National Institute of Standards and Technology has a
requirement to purchase a high intensive pan type laboratory concrete
mixer. The mixer shall be of welded metal construction and be capable
of producing highly uniform concrete batches over a wide variety of mix
designs and batch sizes. Mixtures can vary from very dry to very wet,
with aggregate sizes from sand to one inch crushed rock. Batch sizes
can vary from two (2) to ten (10) cubic feet. I. Mixing action: The
mixer shall be of the ''counter-current'' type with a plow rotor, a
mixing rotor and one or more side scrapers. This will ensure maximum
particle travel both vertically and horizontally. All rotors and
scrapers shall have replaceable blades. The mixing pan shall rotate
opposite to the rotor travel. Both rotors and pan shall be powered by
separate electric (460 VAC) motors each separately controlled. Each
electric motor shall be sufficient size to ensure proper mixing action
of even ''zero slump'' concrete mixes within five (5) minutes. II.
Mixer Pan: The metal pan shall be of the bottom discharge type with the
gate being activated by shop air pressure. The gate shall open fully so
as not to impair the discharge of the concrete mix. The pan shall be
equipped with replaceable wear liners on both the sides and the bottom.
III. Pan Hood: The pan hood shall be equipped with one or more sealed
access door(s) suitable for charging the mixer. The door(s) shall be
interlocked to prevent the start up of any motor while open or ajar.
There shall be a highly effective dust seal between the pan hood and
the pan itself to minimize dust emissions into the laboratory. IV.
Supporting Frame: The mixer shall be mounted on a suitable supporting
frame with clearance underneath for a portable hopper. The minimum
clearance height is 38'' and the minimum clearance width is 58''. This
frame shall have suitable foot pads for anchoring to a concrete floor.
V. Control/Electrical Console: The console shall be a free standing
NEMA 12 type enclosure. This shall contain all necessary controls,
switches, timers, meters, etc. for complete control of the mixer. As a
minimum it shall have: (1) Master disconnect; (2) Master start with
pilot light; (3) Master ten (10) minute timer capable of controlling
the mixing time to the nearest second; (4) Amp. Meter for each motor;
(5) On/Off switch with pilot light for each motor; (5) Emergency stop
switch of approximately three (3) inches in diameter; and (6) Controls
for operating the discharge gate. This console shall be installed by
qualified NIST personnel once a final position has been selected. VI.
Manuals: Supply two (2) complete copies of all engineering drawings,
component specifications, electrical wiring schematics and operating
manuals. VII. Standards: This equipment shall meet all applicable OSHA,
UL, and ASTM standards. VIII. Warranty: The warranty for this mixer and
associate control panel shall be 100% performance for one year as a
minimum, except for wear parts such as mixer blades. Delivery shall be
FOB Destination within 60 days after contract award. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number
52SBNB6C9286 is issued as a request for proposals (RFP). This
solicitation is 100% set-aside for small business. The applicable SIC
code is 3531, with a size standard of 750 employees. Award will be made
to the lowest priced, technically acceptable offer. Offers shall
include appropriate product literature, or a statement of capability
which clearly documents that offered products meet or exceed the above
specifications. The clause at 52.212-4, Contract Terms and
Conditions--Commercial Items, applies to this acquisition. Also the
clause at 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders--Commercial Items, applies to this
acquistion, including subparagraphs (3) 52.219-8, (6) 52.222-26, (7)
52.222-35, (8) 52.222-36, (9) 52.222-37, (10) 52.225-3, (13) 52.225-18,
and (15) 52.225-21. Offers are due no later than close of business
September 10, 1996, and must include a completed copy of the provision
