Commission (ABMC), in cooperation with the General Services
Administration (GSA), announces an opportunity for Design Excellence
(STAGE II) in Architecture. Architect-Engineer (A-E) Services are
required for the National World War II Memorial, Solicitation
No.GS11P96AQC0017. The following designers have been Selected (short
listed) for STAGE II consideration: Brian M. Ambroziak, West Drive,
Princeton, New Jersey; Friedrich St. Florian, Architect, 137 University
Avenue, Providence, Rhode Island; Diana Balmori, Balmori Associates,
Inc., 129 Church Street, New Haven, Connecticut; Rafael Vinoly, Rafael
Vinoly Architects, PC, 50 Vandam Street, New York, New York; Bernard
J. Wulff and William C. Jackson, RTKL Associates, Inc., 1250
Connecticut Avenue, NW, Washington, DC; and Marion Weiss and Michael
Manfredi, Weiss/Manfredi Architects, 75 Spring Street, New York, NY.
STAGE II: In this stage, the entire project TEAM, including the
Architect-Engineer of Record and the designer selected above in the
first stage, and ALL the Consultants who will work on the project will
be evaluated. The Architect-Engineer of Record will submit Standard
Forms 254 and 255's which reflect their entire project TEAM. Services
include, but are not limited to architecture; landscape architecture;
sculpture or other art mediums; engineering; pre- design programming;
site investigation; space and equipment planning; interior design;
fire/life safety; computer aided design and drafting (CADD); working
drawings; specifications; cost estimating; value engineering services;
post construction contract services and other related services. The
STAGE II EVALUATION CRITERIA for final selection are as follows: (1)
Design Concept (60%) The concept must be aesthetic, functional,
operational, comply with the budget, compatible with the site's
historic, formal surroundings, fully respectful of the Mall's open
east- west vista formed by the rows of elms bordering the Reflecting
Pool and the need for central ceremonial space, contextual of memorial
structures, have landscaping and the general ambiance and image of the
Capital of the United States. The design and scale must take into
account the Memorial; stated purposes and philosophy and its national
significance as one of the major commemorative places on the Mall. The
above-ground design must have a strong identity and the quality of a
timeless visible landmark, symbolic of the defining event of the 20th
Century. The monument should celebrate patriotism, valor and sacrifice
and the bonding of the nation. It must be singularly inspiring and
significant without being massive and without exceeding vertical
limits. The Design, whether abstract or representational in nature, or
a combination of both, must represent a true integration and
amalgamation of art, landscaping and architecture. The memorial should
take full advantage of its preeminent location and consideration
should be given to use the entire site. It should represent the best
thinking that the various architecture, landscape architecture, related
design and engineering professions, and artistic community can bring to
bear on its design and realization. The design must fulfill the
objectives of the American Battle Monuments Commission as charged by
the Congress, to create a special place of great honor on the Mall axis
of the Capital to commemorate the lasting significance of World War II
on America and the world. (2) Past Performance (15%) Performance of
the team during the past 10 years on comparable projects.
Considerations include, but not limited to, timeliness of completion,
cost management, and demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design. For purposes of this procurement, comparable is
defined as projects having construction values greater than $50 million
that include similar complexity of the one proposed in their concept.
Provide name, address and phone number of client references. (3)
Specialized Experience and Technical Competence (10%) Suitability of
TEAM's previous concentration to the type of work required herein,
specifically accomplished in related, comparable and relevant
facilities. Familiarity of the proposed TEAM members with Metric system
and ability to design in Metric Units. (4) Professional Qualifications
(10%) Does the proposed TEAM have the relevant key individual
professional qualifications necessary for this project. Does the
proposed TEAM have the relevant key individual experience necessary for
this project. Relevant and specific to project management (Project
Manager): Does the TEAM have the required leadership and experience to
be responsive to the requirements of this contract? This factor
considers the qualifications of the firm's key personnel to provide
design services for the World War II Memorial. (5) Capacity to
accomplish the work in the required time (5%) Does the FIRM appear to
have the required organization and leadership to be timely and
responsive to project requirements and possess the ability to
coordinate the TEAM work among different design and production offices?
. Does the FIRM demonstrate a pro-active effort to achieve the stated
subcontracting goals with respect to the level of small, small
disadvantaged, and small women-owned business concern participation in
the performance of the contract? The above short listed designers with
their A-E of Record are required to submit for STAGE II completed SF
254's (for the ALL Team firms), which must be dated not more than
twelve (12) months before the date of this synopsis, and a SF 255 (for
the entire A-E Design Firm Team) along with letter of interest and
their design concept TO: General Services Administration, National
Capital Region, 7th & D Streets SW, BID ROOM 1701, Washington, DC
20407, by 1:30 p.m. local time on October 25, 1996. Any late
submissions will not be considered in accordance with FAR provision
52.215-10. In Block 10 of the SF255, the ''A- E Design Firm'' MUST
respond to the last FOUR STAGE II EVALUATION CRITERIA stated above in
the CBD announcement for this Solicitation. In Block 11 of the SF255,
the ''A-E Design Firm'' MUST sign, name, title and date the submittal.
This procurement is being made under the Small Business
Competitiveness Demonstration Program (FAR 19.10). In accordance with
Public Law 95-507, and before award of the contract, the A/E (if not a
small business of $2,500,000 gross average over 3 years) shall be
required to provide the maximum practicable opportunities for small
business concerns and small business concerns owned and controlled by
socially and economically disadvantaged individuals to participate as
subcontractors in the performance of the contract. As part of its
commitment to socioeconomic initiatives of the Federal Government, the
General Services Administration Public Building Service (PBS) has
established for fiscal 1996 subcontracting goals of 37% for small
business, 12% for small disadvantaged business, and 5% for small
women-owned business. In support of the agency efforts, firms seeking
consideration for this contract should provide maximum practical
subcontracting opportunities for small, small disadvantaged, and small
women-owned businesses. The use of subcontractors/consultants shown on
the submitted SF254's will be reflected in a Small Business and Small
Disadvantaged Business Subcontracting Plan included in the contract.
Firms must also provide a brief written narrative of outreach efforts
made to utilize small, small disadvantaged, and small women-owned
businesses. The narrative shall not exceed one (1) typewritten page. An
acceptable Subcontracting Plan (as part of the ORIGINAL SUBMITTED
teams) must be agreed to before contract award. Award of this contract
is contingent upon funding approval. Contract procured under the
