Fixed-Price Contract for Architectural/Engineering and Planning (AEP) Services for the renovation and expansion of the Federal Bureau of Investigation (FBI) Firearms Range and AEP services for a Range Training Center at the FBI Academy located in Quantico, Virginia. Furnish Architect and Engineering and Planning (AEP) services for the renovation and expansion of the Federal Bureau of Investigation (FBI) Firearms Ranges and AEP services for a Range Training Center at the FBI Academy located in Quantico, Virginia. The FBI reserves its right to negotiate with the successful firm for each, any, all, or any portion of, the services to be provided, or whatever the FBI deems to be necessary, related or affected by the FBI Firearms Range renovation and expansion effort or the Range Training Center effort. The FBI also reserves its right to obtain services from the selected firm for new or existing facilities for the FBI in Washington, DC, or any part of the United States and its territories. The FBI specifically reserves its right to compete for additional A&E services for specific projects, either new facilities or the renovation of existing facilities, which it deems in the best interest of the FBI, and at the sole discretion of the FBI. AEP services can include but may not be limited to the following: Advanced Planning and Engineering Studies, Programming, Existing Conditions Survey and Analysis, Utilities Survey and Evaluation, Environmental Impact Assessment, Aesthetic and Technical Studies and Evaluations, Geotechnical Investigations, Conceptual Designs, Design Development, Cost Estimating, preparation of complete Construction Contract Documents including Drawings and Specifications; and for further Construction Phase Support, including but not limited to Inspection and Construction Administration and/or Management services. Proposed project is entitled Firearms Range Renovation and Expansion, and Range Traning Center Building and is envisioned to be a state-of-the-art firearms range training complex for law enforcement personnel. The existing FBI Academy Firearms Range are in need of upgrade and moderization. Additional firearms training facilities are required and existing indoor facilities must be relocated due to safety and health concerns. The AEP services shall consist of the development of an integrated plan for executing the design and construction of the proposed project with minimal or no impact to ongoing training schedules at the FBI Academy. The planning and engineering studies shall include a conceptual design based on the programming requirement of all elements of the FBI Firearms Range and Firearms Training Center; Relocation Schedules and Staging Plans; Interior Design Services and Space Planning, Value Engineering, Construction Cost Estimates; identification of critical problems and requirements associated with construction of the projects such as, permits, approvals, environmental impact, and site peculiarities which will affect construction or require extraordinary procedures during construction. It is a desire on the part of the FBI to perform some form of lead abatement on the existing indoor and outdoor firearms training areas. The following profile codes are identified for the benefit of those A&E firms who are interested in responding to this announcement: 009, 015, 021, 023, 029, 033, 036, 043, 055, 059, 062, 066, 072, 079, 080, 094, 097, 101, 104, 016, and 112. Responding A&E firms shall provide two (2) copies of standard forms (SF) SF-254 and SF-255, which explicitly address the evaluation factors set forth below. AEP firms with two (2) or more offices shall identify on the 254 and 255 only those personnel by Discipline that are employed at the location the FBI can reasonably expect the proposed project. Similarly, only previous projects that the responding office has executed which satisfy the parameters identified within this announcement shall be identified on the Profile of the Firm's Project Experience, Last 5 Years. 1. Professional Qualifictions: Previous design and construction efforts of large (buildings with 100,000 gross square feet or larger and land planning projects of 50 acres or larger) law enforcement firearms ranges. Experience and in depth knowledge of Military Handbook, 'Range Facilities and Miscellaneous Training Facilities Other Than Buildings' MIL-HDBK-1027/31 and Marine Corps 3507.1A (Army Req. 385-63) is required. An in depth knowledge of General Services administration requirements for life safety and fire protection. 2. Specilized Experience and Technical Competence: Current work and extent of involvement currently being performed for GSA or any other similar Governmental entities, especially those projects which demonstrate in depth knowledge of firearms range design and construction, secure facilities and familiarity with Government specifications, educational and training facilities. 3. Personnel Staff: Provide personal resume and education for each key proposed member who will work on this project that have experience on projects of similar size and scope. In additional, provide level of techincal experience for each key person. 4. A&E Experience: Past performance on contracts of similar size and scope in terms of cost control, quality of work, and meeting performance schedules. In addition to the above, A&E's shall provide an explanation of the methods it employs to ensure positive action in terms of cost control, quality of work, meeting schedules and the clients requirements. Also A&E's shall provide a list of comparable projects including contact person and phone number. 5. Recovered Materials: Firms shall provide information demonstrating their capability in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 6. Security Requirements: All personnel scheduled to work on this project shall be U.S. citizens and shall be required to undergo a security background investigation. 7. Geographic Location: The geographic location of the firm may be a consideration. Professional services provided for the FBI will focus at the FBI Academy in Quantico, Virginia. A&E firms who believe they meet the requirements listed in this announcement are invited tp submit TWO (2) COPIES of complete forms SF-254 and SF-255, and other information as required by this notice on or before the 30th calendar day following its publication in the Commerce Business Daily.
