Joliene L. Bowers. Restoration Services. This is a negotiated Sole
Source Procurement as required by NISE East Charleston to provide a
full range of machine shop services to disassemble, inspect, repair,
overhaul, refurbish, modify, assemble and test components and
assemblies of ships, nuclear, submarines, aircraft and other mechanical
repairable/replacement items. The machine shop where the work is to be
performed must be located within a 25 mile radius of the former
Charleston Naval Shipyard (CNSY). NAVSEA certified machinists and
inspectors are required to perform work on propulsion shafts,
propellers and submarine components and assemblies, including nuclear.
An electronically driven production system capable of accepting
Government provided initial Graphics Exchange Specification (IGES) and
Standard for Exchange of Product (STEP) data files is essential to
performing this work. Additional requirements include machining
capabilities to turn parts up to 24 inches in diameter, drill 3 inch
holes, thread parts up to 21 inch outer diameter, groove and mill parts
up to 76x30x28 inches high with a sawing capability for stock up to 12
inches in diameter, and manufacture parts that require 4 axis
machining. The machine shop must have the capability to balance
components weighing up to 30,000 pounds, handle components weighing up
to 120,000 pounds, have lathe capabilities for shafts up to 80 feet
long and have an 02 clean facility for processing oxygen system
components. Non-Destruct Testing (NDT) on manufactured and repaired
components using such methods as ultrsonic testing, radiography and dye
penetrant testing is required. Manufacturing technologies such as
paperless shop floor, quick-change tooling, pallet-load machining
centers, modular fixturing and live tooling to meet rapid turn-around
requirements must be used in the machine shop where the work is
performed. The Government anticipates award of an Indefinite Quantity
Time and Material Type Contract for a base year and four-one year
options. Pursuant to the authority of FAR 6.302, the Government intends
to solicit and negotiate with only one source, Babcock and Wilcox, PO
Box 785, Lynchburg, VA 24505. Request for copies of solicitation must
be submitted in writing or via facsimile machine number (803)743-9134
and should indicate contractor's Duns number and CAGE code. All
responsible sources may submit an offer that will be considered by the
