SOURCES SOUGHT, CRAF SUSTAINMENT The Air Force is contemplating
issuing a competitive contract for the sustainment of the Civil Reserve
Air Fleet Aeromedical Evacuation Shipset (CRAF AESS) beginning on 1 Oct
97 for a period of up to 5 years. This system was designed for use on
Boeing 767 aircraft as a conversion kit which allows the aircraft to be
used as an aeromedical evacuation platform during times of conflict or
peacetime disasters. The CRAF AESS is maintained under a Supplemental
Type Certification (STC) granted by the Federal Aviation
Administration (FAA). Three major subsystems comprise the CRAF AESS:
the patient transport subsystem, the medical oxygen subsystem (450
liters of LOX) and the electrical subsystem. Each shipset is stored in
29 individual large storage crates. Forty-four shipsets were
manufactured and are currently maintained in a 40,000 square foot GSA
warehouse in Fort Worth, TX. The contractor will be required to conduct
periodic maintenance inspections, repairs, STC maintenance, hardware
modifications, installations/deinstallations and other tasks associated
with sustainment and system activation/deactivation. Activation of the
shipsets is possible at anytime and requires a 10 man crew to install
a single shipset over a 12 hour period. Shipsets will be transported
from Fort Worth, TX to the contractor's installtion facility by the
contractor upon activation. The successfull contractor will be required
to have or obtain the following capabilities: 1. Be licensed by the FAA
as a Designated Alteration Station 2. Be licensed to conduct work on
the B-767 aircraft 3. Have expertise in working with large liquid
oxygen systems 4. Provide a runway capable of receiving B-767 aircraft
at any time 5. Provide space to park up to 3 B-767 aircraft and have
two of those aircraft undergoing modification at the same time 6. Have
the capability to provide the facilities, equipment and personnel to
transport and install shipsets at the rate of two every 12 hours
beginning 48 hours after activation notice 7. Obtain a station license
modification which adds CRAF AESS sustainment and
installation/deinstallation (may require the contractor to provide a
B-767 for an installation demonstration for the FAA) 8. Obtain Parts
Manfacturing Authority for the CRAF AESS components Contractors will
have up to 20 days to respond to this Request For Information
