RFP-42-96-HHS-OS. During the first phase, contractor personnel with
appropriate training in experimental design and survey sampling should
participate. A credentialed Registered Records Administrator (RRA)
must consult with the project manager for the second phase of the
contract, and provide for technical substantiation of all questionable
coding decisions. The contractor shall provide a team of coders who
must be Registered Record Analysts (RRAs) or Accredited Records
Technicians (ARTs). A physician or physicians familiar with inpatient
medical documentation and the ICD-9-CM coding system must serve as the
physician reviewers and in support to the coders. Due to any
appearance of conflict of interest, any offer from a Health Care
Financing Administration Medicare contractor (Carrier or Fiscal
Intermediary) or Peer Review Organization will not be accepted. The
project shall commence from the date of contract award and shall be
completed before December 21, 1997. The provision at FAR 52.212-1,
Instructions to Offerors-Commercial, applies to this acquisition.
Submissions shall consist of a pricing proposal and a technical
proposal (an original and two copies of each). The pricing proposal
shall fully detail all of the costs to develop the sampling design and
the costs to conduct the DRG validation on a per case basis. The
actual number of records to be reviewed will depend on the survey
design. The technical proposal shall consist of a cover sheet on
letterhead stationary listing the RFP being responded to, the offeror's
name, location, and telephone/fax numbers, a statement indicating
understanding of the requirements and the ability to comply with the
time frames as previously stated, a resume of proposed professional
personnel, including any relevant past and/or current experience,
education, or training, along with documents which the offeror has
drafted and which have been issued. The price and technical proposals
should address this requirement in sufficient detail that the following
criteria can be used to evaluate submissions: Price - Weight (25%);
Technical - offeror should demonstrate understanding of the problem and
statement of work (15%); offeror should demonstrate ability to fulfill
the obligations described in the statement of work (15%); offeror
should demonstrate the qualifications and experience of personnel
available to do the work (20%); and, offeror should demonstrate
previous experience with DRG validation in a hospital setting (25%).
Offerors must include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications-Commercial Items,
with their offer. The clause at FAR 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. Any clauses
