SOL GS-04P-96-EXC-0030 DUE 112096 POC Contact,Freeman Randolph,404/331-4269 The General Services Administration announces the opportunity for construction of a new Research & Administration facility and associated utilities and sitework for the Environmental Protection Agency (EPA) on a 132 acre site location in Research Triangle Park, North Carolina. The proposed facility will have a gross area of approximately 1.2 million square feet and will provide structural parking for approximately 1,800 spaces. The facility will house office, lab, animal facilities, computer and associated support space. The construction procurement will consist of a firm-fixed price base bid for site infrastructure and expansion of an existing central utility plant (CUP), with options for construction of the buildings and associated fit-up. The total construction cost range is between $200 million and $215 million. The based bid range is estimated at $35-$43 million. The construction option is estimated at $165-172 million. The availability of funds appropriated by Congress for the EPA will determine the ability to exercise any and all options. The completion time for base bid work (site infrastructure and CUP expansion) is 915 calendar days. The completion time for the construction work (main building and fit-up) is 1281 calendar days from exercise of the options. Options will be exercised within 6 months of notice-to proceed for the base work. Performance and payment and bid bonds shall be required under this contract. Although this procurement is open to large businesses, small and minority-owned businesses are strongly encouraged to participate. Plans and specifications will be available on September 3, 1996. There will be a non-refundable fee of $1,420.00 for obtaining a full size set of drawings and specification documents. Half size sets of drawings (without specifications) will be available for a non-refundable fee of $500.00. Specifications only will be available for a non-refundable fee of $550.00.
