POINT, NAVAL EDUCATION AND TRAINING CENTER, NEWPORT, RI SOL

1, Simonpietri Dr., NECT, Newport, RI. The work consists of removing
and disposing of the existing bullet trap and installing a new Granular
Rubber Bullet Trap, Model LE 6500P, manufactured by Caswell
International Corporation, under a Firm Fixed Price Simplified
Acquisition. BULLET TRAP, GRANULATED MATERIAL - A full size,
full-service bullet trap shall be provided that will terminate the
travel of all properly directed bullets normally expected for a range
of this class of service. Type of System - The trap shall be an elastic
belting type with Grantex material. This is comprised of overlapping
elastic belts that allow the projectile to penetrate, Grantex material
to stop projectiles with little or no fragmentation and a steel back
plate for additional safety. Manufacturer of System - Notwithstanding
any other provision of this contract, including but not limited to the
material and workmanship clause, no other product, except the
following will be accepted. (a) The bullet trap shall be a Granular
Rubber Bullet Trap, Model LE6500P, as manufactured by Caswell
International Corporation. SPATIAL REQUIREMENTS - The trap shall
shelter the butts end of the range from wall to wall and from floor to
the highest bullet path that can be expected from the firing line as
shown on the shop plans. Additional baffling and protective guards
shall be provided by the trap supplier to protect against damage from
high and wide shots. Critical Height of Trap - The critical height of
the trap shall be 96 inches maximum. This is the highest distance above
the floor that an incoming bullet can directly strike the elastic
belting. (Any higher shots strike the overtrap baffling). OVERALL
HEIGHT OF TRAP - The overall height shall be 118 inches maximum from
floor to the top of the overtrap unless otherwise shown on the shop
plans. Depth of Trap - The depth of the trap shall be minimized to
conserve floor space and provide for maximum target distance. In no
event shall the trap require more than 7 feet from the back wall of the
room unless otherwise shown on the shop plans. FUNCTIONAL REQUIREMENTS
- The trap shall be capable of full-time service of the type normally
experienced for ranges of the specified class of service. Design - The
bullet trap shall be designed for use with all handgun, rifle, shotgun
and machine gun ammunition (jacketed, semi-jacketed, or non-jacketed),
all shot-shell ammunition including slugs. It shall withstand use of
soft-point rifle and sub-machine-gun ammunition with muzzle velocity
between 900 and 2,000 feet per second and energy to 2,200 foot-pounds.
Patent - The trap shall recover the spent rounds largely intact for
periodic salvage. THIS PRODUCT IS LICENSED AND MANUFACTURED UNDER
PATENT #5-171,020 AND OTHER PATENTS PENDING. The SIC code is 1799 and
the small business size standard is $7.0 million. This solicitation
will be issued unrestricted. The estimated cost is $25,000 - $100,000.
The date quotes are due will be indicated on the Standard Form 18
included in the solicitation package. Quoters may request solicitation
