18 -- UPGRADED NADIR WINDOW PANE FOR THE SPACE STATION U.S. LABORATORY MODULE SOL 15-OG3-25-6-19P DUE 082296 POC Contract Specialist: Steven Miley, (713) 244-8635 Contract Officer: Steven Miley, (713) 244-8635 NASA/JSC plans to issue a Request for Offer (RFO) for an Upgraded Nadir Window Pane for the Space Station U.S. Laboratory Module. Numbered Note 26 applies. This procurement is being conducted under the NASA/JSC MidRange Pilot Test Program approved by the Office of Federal Procurement Policy on April 16, 1993. This sources sought synopsis is issued to identify potential firms interested in providing the item identified above. An ombudsman has been appointed to hear concerns from potential offerors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The solicitation, if one is issued, and any documents related to this procurement will be available over the Internet. These documents will be in RTF format and will reside on a World-Wide Web (WWW) server, which may be accessed using client browsers, such as, MOSAIC or NETSCAPE.
