DAAB07-96-R-J653 for a three year contract with two, one-year options
for the Army's first generation, thermal imaging common module
production base, in support of PM Apache, PM Tanks, PM Tow, and PM
BVFS. This solicitation will allow for two technically acceptable
manufacturers of Optically Improved Detector-Dewars to each win 50% of
the basic requirement, with guaranteed minimums of approximately 500
units per contractor for the first three years, while years four and
five are optional with no guarantees. The Government shall reserve the
right to award any quantities that are above and beyond the minimum
sustainment quantities to satisfy Government requirements, to the two
lowest priced offerors contingent upon the offerors' production
capacity and past performance. The two resultant contracts will be
Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with firm
fixed pricing. Subcontracting to small disadvantaged business will be
a contract requirement if awarded to a large business. The item

The U.S. Army Communications Electronics Command (CECOM) has
established an Electronic Bulletin Board (EBB) to provide electronic
transmittal of Request for Proposals (RFPs) and Invitations for Bids
(IFBs) from Government to Industry. All interested parties wishing to
do business with CECOM are invited to access, operate, send and receive
data from the CECOM EBB system. To become a user of the EBB, you will
need an identification code and password in addition to a computer
terminal equipped with the necessary hardware and software to interface
with the EBB system. A user's identification code and password will be
issued upon request along with instructions for downloading the EBB
