Wright-Patterson AFB OH has a need for an Induction Heating Power Supply. It is required for use in performing controlled melting and solidification of titanium and determining the effect of process variables on the structures that evolve during casting process. The Power Supply shall be capable of, as a minimum, meet the following specifications: 1. Must be capable of delivering 30 kW of RF power at the coil. 2. Work coil must be able to operate remotely up to 200 feet away from the power supply. Flexible low voltage power cord is required to connect the coil to the power supply. 3. Equipment must be all solid state, no vacuum tubes. 4. Output power must be stable with a plus or minus of 10% fluctuation in incoming AC power line. 5. Power supply must have a synthesized digital frequency control that continously tunes to the resonant frequency to optimize efficient part heating. 6. Must have ground fault detection to shut off RF power when a connection between the coil and earth ground is detected. Work coil must be isolated from ground. 7. Operating frequency must tune at the peak resonance within a range of 50-200 kHz. 8. Power Supply to be supplied with closed cabinet cooling. 9. Must incorporate a 4-20mA input circuit so that it may be controlled through an optical pyrometer or thermocouple type temperature controller. 10. Loop powered isolator mounted on the 4-20mA circuit in the power supply. 11. Digital front panel display. 12. Heat On and Ready relay circuit. 13. Operates on 440 volts, 60 Hz, 3 phase. DC voltage regulation regulates the DC output to plus or minus of 1/2% with a 10% fluctuation in incoming AC power line. 14. RS232/RS485 Input/Output option on power supply. 15. Spare Parts Kit for power supplies consisting of fuses, flow swithes and plastic tubing. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This solicitation no. F33601-96-R-A052 is a Request for Proposal (RFP). The solicitation document and incoporated provisions and clauses are those in effect through Federal Acquisition Circular 36. The associated Standard Industrial Code (SIC) for this procurement is 3679 and the small business size standard is 500 employees. Contract line item number (CLIN) 0001 is one (1) each Induction Heating Power Supply; CLIN 0002 is one (1) set operation and maintenance manual with schematic; CLIN 0003 is one (1) lot training for three people, two days of on-site training; CLIN 0004 is a standard commercial warranty; CLIN 0005 is one (1) lot installation consisting of attaching the power supply to the existing laboratory water and power lines, providing specifics as to the water flow requirements and voltage requirements before scheduled installation, and demonstrating the versatility and capabilities of the power supply after installation. Delivery is required within 90 days after contract award, FOB destination to Wright-Patterson AFB OH, Descriptive literature is required and proof of prior experience of producing laboratory power supplies is required. The following FAR provisions apply to this solicitation; 52.212-1, Evaluation-Instructions to Offerors-Commercial. The offer must be held open for 120 days; 52.212-2 Evaluation-Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) technical capability of the item offered to meet the Government requirements; (ii) past performance; (iii) price; in descending order of importance. Technical and past performance, when combined, are significantly more important than price. All offerors are to include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items (available upon request). The following FAR clause applies to this acquisition; 52.212-4, Contract Terms and Conditions-Commerical Items.
