Contracting Officer. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in the Federal
Acquisition Regulation (FAR), subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, quotes are being requested and a
written solicitation will not be issued. Solicitation number
N00421-96-Q-1053 is issued as a request for quote (RFQ). The
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-37 and Defense Acquisition Circular 91-10. This
action is not set-aside for small businesses. The applicable SIC is

Instruments catalogs for the SDT 2960 Simultaneous TGA-DTA and the
Thermal Analyst 4000. The quoted items shall meet the following minimum
essential characteristics: 1) Simultaneous measurement of transition
temperatures and weight changes in materials. 2) Temperature Range:
room temperature to 1500 Degrees Celsius or greater. 3) Balance
(Thermogravimetric) Sensitivity: 0.1 micrograms. 4) Sample Capacity:
300 mg. or greater. 5) Heating Rate: 0.1 to 100 degrees Celsius/minute
in 0.01 degrees Celsius/minute increments at #2. 6) Purge Gases:
Nitrogen, air, oxygen, helium, argon, vacuum. 7) Purge Gas Rate: 1
liter/minute. 8) High DTA Sensitivity: 0.001 Degrees Celsius-with small
endothermic and exothermic transitions. 9) Data Collection Rate: 0.5 to
1000 sec/point. 10) Temperature Reproducibility: plus or minus 0.05
Degrees Celsius. 11) Furnace cooling rate: 1500 Degrees Celsius to 50
Degrees Celsius in less than an hour. 12) Type R Thermocouples 13)
Mechanical and electronic automation, novice operation, sample
handling, and instrumentation alignment (calibration). 14) Numerous
Temperature Calibration Standards, maximum temperature accuracy. 15)
Controlled Atmosphere Flow: minimize chimney and sample weight effects.
16) Experimental Flexibility: Methods storage and utilization of
different sample cups (ceramic and metallic). 17) Compatibility with
other thermal techniques to obtain complementary information for
characterizing other materials. Quotations from offerors providing an
equal must include: the name of the manufacturer, the brand, the model
or part numbers, and descriptive literature. This will be a firm-fixed
price contract, and all items shall be delivered FOB Destination within
60 days after contract award to: Receiving Officer, Bldg. 665, M/S 31,
Naval Air Station, Patuxent River, MD 20670-5304, M/F Veena Agarwala
x8009. Inspection and acceptance shall be made at the destination. FAR
52.212-1 Instructions to Offerors -- Commercial Items (OCT 1995) and
DFARS 252.211-7003 Brand Name or Equal (DEC 1991) are incorporated by
reference and apply to this acquisition. The provision at FAR 52.212-2
Evaluation--Commercial Items (OCT 1995) does not apply to this
acquisition. Instead, the following will be used for evaluation of
quotes: (1) Evaluation and Award shall be based on the lowest price for
a product that is in compliance with the salient characteristics (refer
to DFARS 252.211-7003) and (2) Due to the interrelationship of supplies
to be provided hereunder, the Government reserves the right to make a
single award to the offeror whose offer is considered in the best
interest of the Government, price and other factors considered.
Therefore, offerors proposing less than the entire effort specified
herein may be determined to be unacceptable. A written notice of award
or acceptance of an offer, mailed or otherwise furnished to the
successful offeror within the time for acceptance specified in the
offer, shall result in a binding contract without further action by
either party. Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether or not
there are negotiations after its receipt, unless a written notice of
withdrawal is received before award. Each offeror shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial (OCT 1995) with its
quote. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items
(OCT 1995) is incorporated by reference and applies to this
acquisition. The clause at FAR 52.212-5 Contract Terms and Conditions
Required to Implement Executive Orders -- Commercial Items (JAN 1996)
is incorporated by reference, however, for paragraph (b) only the
following FAR clauses apply to this acquisition: 52.212-5(b): 52.222-26

Applicable to Defense Acquisitions of Commercial Items (NOV 1995) is
incorporated by reference, however, for paragraph (b) only the
following DFARS clause applies: 252.225-7001 Buy American Act and
Balance of Payment Program. This is a DO rated contract. This
acquisition will be processed in accordance with the Simplified
