Fleet and Industrial Supply Center, Philadelphia intends to intends to negotiate on an Other Than Full and Open Competitive Basis purusant to FAR 6.302-1 with The Roach Organization the buy-out of computer-based instruction software entitled Programmed Logic Automatic Teaching Operations (PLATO) for the Army Continuing Education System, Alexandria, VA. The installed software has been customized to support the professional and personal education needs of the soldiers in the field with the following programs: Functional Academic Skills Training (FAST) programs, the College-Level Examination Program (CLEP) preparation, college preparation, Texas Academic Skills Program (TASP) preparation, Scholastic Aptitude Test (SAT) preparation, and National Teachers' Exam (NTE) preparation. The Roach Organization is the only known source capable of providing the required software. The software conversion to a perpetual use license is is required 01 October 1996. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. A determination by the government not to compete the proposed contract based upon responses to this notice is solely within the descretion of the government.
