effort will consist of a 9 month basic contract with options. The
performance period for the basic plus options is approximately 57
months. The objective of this effort is to design, develop, field,
maintain and enhance a state-of-the-art automated C4ISR architecture
planning and analysis system. The objective of the system is to allow
users to access and display current unit information to include: C4ISR
systems and assets, network connectivity both local and remote, as
well as graphical/map displays of the unit. The functional goal of the
system is to assist operations, communications, and intelligence
warfighting users at the Combatant Commands, Services, Defense
Agencies, and OASD(C3I) in developing and utilizing C4ISR architectures
to visualize and define operational concepts and requirements, guide
systems development and rapid reallocation of resources. The system
will be used for crisis, contingency and exercise planning for the
predeployment, deployment and employment phases. This effort is a
follow-on to the ICARIS contract, however, the technical and
performance requirements for JCAPS go beyond the capability the current
ICARIS provides today. The contractor will be required to sustain the
ICARIS system until an acceptable version of JCAPS is available. A read
library containing technical information relating to this acquisition
is available for review by potential offerors at Rome Laboratory/IRDD,
32 Hanger Road, Rome NY 13441- 4114. Appointments for access may be
made by contacting Scott Patrick, 315-330-7105 at least 48 hours in
advance. The Read Library is unclassified, however, a visit request
will be required for access. The visit request may be mailed to Mr.
Patrick at the above address or faxed to AC315-330-3913. The successful
contractor may receive and/or generate technical data subject to export
control in the performance of the contract. Therefore, prospective
offerors must provide a completed and approved DD Form 2345 which
certifies the offeror is on the Certified Contractors Access List
(CCAL) or the offeror is seeking application to CCAL. The successful
offeror must have a completed and approved DD Form 2345 prior to award.

Center at 1-800-352-3572. The RFP will be released no sooner than 15
days after publication. Top Secret SCI clearances will be required for
performance. An Ombudsman has been appointed to hear significant
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. Routine questions, such as
clarifications of the Statement of Work or the terms and conditions,
are not considered to be ''significant concerns'' and should be
communicated directly to the Contract Specialist, Timothy H. Hannah,
315-330-4752. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7747. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. The Ombudsman should only be contacted with issues
or problems that have been previously brought to the attention of the
Contract Specialist/Contracting Officer and could not be satisfactorily
resolved at that level. No telephone requests for the solicitation will
be honored. All requests must be addressed to the attention of the
Contract Specialist, Timothy H. Hannah, reference the code I-7-4303-L,
and contain the respondent's Commercial and Government Entity (CAGE)
