combined synopsis/solicitation for commercial items prepared in
accordance with the format stated in the Federal Acq. Regulations
(FAR), Subpart 12.6, as supplemented by the additional information
included within this notice. This announcement constitutes the only
solicitation and a written solicitation will not be issued. Proposals
are being requested pursuant to this announcement only which is the
RFP. All responses shall reference Solicitation No. 52-PAPT-6-00042.
This solicitation incorporates all required provisions and clauses in
effect through Federal Acq. Circular 90-39, as if stated in full text.
Proposals shall include the representations and certifications stated
in FAR 52.212-3. The Standard Industrial Classification Code for this
procurement is 7372. This procurement will result in a firm fixed
priced (FFP), ID/IQ contract which has been set-aside for Small
Business participation only. The minimum quantities specified below
will qualify USPTO for inclusion and pricing in accordance with the
Select 3.0 - Microsoft Enterprise License Program (MELP), Level C. All
minimum quantities specified will be funded with the award of the
contract. In order to submit a proposal an offeror must be a Microsoft
Large Account Reseller (MLAR) who has been certified directly by
Microsoft and has been approved to offer Select 3.0 - MELP, Level C
pricing. Offeror's shall include with their proposal a certification of
their status as a Microsoft Large Account Reseller (MLAR). The period
of coverage for the Select 3.0 - MELP is October 01, 1996 through
September 30, 1998. The items to be procured are as follows: Item 0001:

Schedule: 30 days after contract award, FOB Destination Arlington VA
(address to be provided on award document). The Government will award
a contract resulting from this synopsis to the responsible offeror
whose proposal conforms to this solicitation and is determined to be
the most advantageous to the Government, price and other factors
considered. A contract award will include FAR 52.212-4 Contract Terms
and Conditions - Commercial Items and 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items. The following factors will be used to evaluate
offers: (A) Technical Capability (A.1) Offeror's Certification of MLAR
Status and (A.2) Offeror's Past Performance/Experience as a Microsoft
Large Account Reseller; and (B) Price. Factors A and B are equal in
importance. Subfactors A.1 and A.2 are also equal in importance. Past
Performance/Experience shall include a minimum of three (3) references
which are no more than three (3) years old. All references shall
include current information which will allow for verification of the
data provided. Proposals shall include pricing for all subline items
shown above. The exact part numbers shall be utilized unless special
pricing programs are available through the manufacturer for identical
products. All offers are due on September 09, 1996, no later than 2:00
PM Eastern Standard Time (EST) and shall be addressed to: U.S. Patent
