Contractor to be an owner/operator of a hazardous waste treatment facility with the capability of sampling, characterizing, packaging, loading, transporting, treating and/or disposing of all oil and hazardous waste from facilities located in the Portland District. All liquid hazardous waste must be treated at a facility owned and operated by the contractor and located in the state of Oregon, Washington, or Idaho. All solid hazardous waste must be disposed of in either the ESI Landfill near Mountain Home, Idaho or the Chemical Waste Management Landfill near Arlington, Oregon. Contractor shall perform tests on all waste materials in accordance with the Corps standard. For specified tests only, laboratories certified by the Corps shall be acceptable. Contractor work to begin approximately in November 1996. Period of performance shall be for one base year with options for an additional four years. This will be a requirements contract. IFB DACW57-96-B-0031 will be available on or about September 20, 1996 at no cost. Tentative bid opening date is October 22, 1996. This procurement is open to both large and small business concerns. The size standard for which is a concern including all affiliates, with average annual sales or receipts for the preceding three years not in excess of $5 million.
