The U.S. Agency for International Development (USAID), acting through
the USAID Mission to Egypt (USAID/Egypt), is seeking proposals from
qualified U.S. firms/joint ventures for a two-year Requirements
Contract, with options for four additional years. Each extension maybe
exercised in two year periods, not to exceed six years in total
contract performance. This Request for Proposals (RFP) will be a
requirements contract (FAR 16.503), using task orders to order
services. The objective of this proposed activity is: 1) to provide
technical assistance services to support the reform activities of the
Government of Egypt (GOE) aimed at improving the economic policy
framework, and 2) to assist the Economic Analysis and Policy (EAP)
Directorate of USAID in supporting GOE reforms. Under this activity,
the contractor shall provide personnel to: (A) assist the GOE in
improving the economic policy framework through providing technical
assistance, (B) assist EAP to support the GOE reform efforts, (C)
assist EAP in coordinating selected existing or future activities being
carried out by other contractors in support of GOE reform efforts, (D)
define and track movement toward an improved economic policy
framework, economic growth and sustainable development, including
building and maintaining relevant data bases, (E) carry out studies and
analyses to help plan, support and monitor activities aimed at
improving the framework, (F) assist, plan and execute in-country
training activities, including seminars and workshops as may be needed,
desired and not being done by others, collaborate with the Development
Training II (DTII) contractor in the training planning and
selection/recruitment plans of participant (US and third country)
training, (G) provide technical assistance to analyze the USAID
pipeline and recommend how it could be reduced, and (H) assist
Subcommittee One of the Partnership for Economic Growth and Development
to speed economic reform.The Contractor's personnel staff will have
experience and education to support the required deliverables.
