Code DACW57) Holder and Kirkendoll are federal riprap revetment
projects that were damaged by the spring floods. Kirkendoll and Holder
locations are situated on Cowlitz River, approximately 3 miles
upstream of Toledo, Lewis County, Washington. Contractor work is
required to restore the projects to pre-flood condition, which includes
excavation and the placement of embankment (11,000 cubic yards at
Kirkendoll), gravel (Kirkendoll-6,000 CY, Holder-2,800 CY), gravel
bedding (630 tons-Holder), riprap (Kirkendoll-10,200 tons, Holder-2,600
tons; 200-800 pounds to the piece), soil (Kirkendoll-1,700 CY,
Holder-200 CY), and seeding (Kirkendoll- 5,100 Square Yards, Holder-600
SY) fertilizing and mulching soil blanket and areas disturbed by
construction. Holder location will require the bankline to be filled
out to match the alignment of the intact revetment, a 12 inch thick
layer of gravel needs to be placed between the embankment and the Class
III riprap (if embankment is sand or fine soil) which is to be placed
directly on the slope. Kirkendoll has a temporary berm constructed over
1200 feet of the revetment (downstream). The riverward portion will
require layering of Class III riprap. Below water surface and near
water surface and near water surface excavation of gravel is required
to establish the toe of the riprap below the elevation of the river
channel bottom. The landward slope of the berm will be reinforced by
placing gravel and cobble embankment material taken from the site. The
reinforced slope will be covered by a one foot thick layer of soil
blanket and seeded to grass. There are several areas upstream of the
revetment that were destroyed that require placement of riprap directly
on the slope. The in water work period will require this work to be
completed as soon as possible. Technical questions may be addressed to

and $1,000,000 and should be bid per line item. This procurement is
open to both large and small businesses. The size standard for small
businesses is a concern, including its affiliates, having an average
annual gross sales or receipts for the preceding three years not to
exceed $17.0 million. Please indicate business size when responding.
Tentative availability of IFB on or about September 9, 1996 at no
