synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation Number N00164-96-Q-0408
is issued as a Request for Quotation. Solicitation document
andincorporated provisions and clauses are those in effect through
Federal Acquisition Circular 33 and Defense Acquisition Circular 91-9.
This action is a 100% Small Business Set-Aside in accordance with FAR
19.502-2(a). The Standard Industrial Classification Code is 5045. The
Small Business size standard is 500 employees. This is a Brand Name or
Equal requirement for one each Thermal Analysis Package - Computational
Fluid Dynamics Program - Flomerics, Inc., Thermal Analysis Package,
Version 1.4 OR EQUAL. If providing other than brand name items, the
offeror must provide the manufacturer's name, brand, model number
and/or part number, along with a technical description of the items
being quoted in sufficient detail to evaluate compliance with the
requirements of this announcement. This may include product literature
or other documents as needed. The Salient Characteristics for the
Flomerics Version 1.4 Software are as follows: 1) The program shall
apply computational fluid dynamics principles and shall use finite
volume analysis to solve for three-dimensional (3D) solutions of fluid
flow distribution and temperature distribution. 2) The program shall
be capable of solving for the following variables: pressure; velocity
(in 3 directions); temperature (in fluid and solid), including
convection, conduction, and radiation heat transfer; turbulence; and
derived variables such as fluid speed, heat flux, heat transfer
coefficient, and mass flux. 3) The program shall be capable of solving
steady state or transient problems, natural or forced convection, and
mixed heat transfer, e.g., convection, conduction, and radiation. 4)
The program shall be tailored to solve electronic design packaging
applications. Specific features of the program shall allow user to
select specific electronic packaging features, including but not
limited to the following: IC packages, fans, vents, heat sources, and
heat sinks. 5) The program shall be able to produce a grid
automatically from a created model for the purpose of processing and
solving for the variables noted above. 6) The program shall have a
version that currently will operate on IntelTM Pentium processor
personal computer (PC) platform. 7) The program shall be able to
utilize computer aided design (CAD) file formats for file transfer. 8)
The program shall have full-integrated graphical post-processor with
the ability to produce and save graphical based output for purposes of
printing results of the flow and temperature distribution. Standard
commercial operating and maintenance manuals shall be included. This is
anticipated to be a firm-fixed-price contract. The shipping terms will
be f.o.b. destination, NavalSurface Warfare Center, Crane, IN, with
the inspection/acceptance at destination. Delivery will be required

apply to this acquisition. The contractor shall extend tothe
Government the full coverage of any standard commercial warranty
normally offered in a similar commercial sale, provided such warranty
is available at no additional cost to the Government. Offerors
responding to this announcement must provide the information contained
in 52.212-1, Instruction to Offerors--Commercial Items and must
include a completed copy of provision 52.212-3, Offeror Representations
and Certifications--Commercial Items. The offeror should also provide
its Commercial andGovernment Entity (CAGE) code, Contractor
Establishment code (DUNS Number) and Tax Identification Number. If a
change occurs in this requirement, only those offerors that respond to
this announcement within the required time frame will be provided any
changes/amendments and considered for future discussions and/or award.

at this office on or before 21 August 1996 at 4:00 PM Eastern Std
