Ext. 1119. This is a combined synopsis/solicitation for commercial
items, prepared in accordance with the format in Federal Acquisition
Regulation (FAR), Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Proposals are being requested and a written
solicitation will not be issued. This solicitation, numbered
CS-I-96-025, is issued as a request for proposal, and incorporates
provisions and clauses that are in effect through Federal Acquisition
Circular 90-39. The standard industrial classification code is 7372,
with a small business standard of $18,000,000.00 in annual receipts.
This solicitation is for the purchase of contract line item number 0001
for a quantity of eight (8) each Pixel Systems Wire Software, Windows
3.11 version. The software runs on an IBM personal computer to capture
and index classified Government cable traffic. The offeror's firm
fixed-price proposal shall include all costs of delivery, installation,
and training the users of the software. The software shall be delivered
FOB destination to Customs offices in the following locations: New
York, NY, Boston, MA, Miami, FL, New Orleans, LA, Bay St. Louis, MS,
Houston, TX, Chicago, IL, and Long Beach, CA. Delivery, installation,
and instruction of the software shall be completed within 45 calendar
days after the date of contract award. Inspection and acceptance of the
software will be done at each delivery location. The following FAR
clauses and provisions apply to this acquisition: 52.212-1,
Instructions to Offerors--Commercial Items; 52.212-2,
Evaluation--Commercial Items, with the following evaluation criteria
included in paragraph (a) of the provision: Award will be made to a
responsible offeror with a technically acceptable offer, and at fair
and reasonable prices; FAR 52.212-3, Offeror Representations and
Certifications--Commercial Items applies and offerors are advised to
include a completed copy of this provision with their offer; This
provision may be obtained by a request to the Contract Specialist; FAR
52.212-4, Contract Terms and Conditions--Commercial Items applies to
the resultant contract along with FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items with the following additional FAR clauses in
paragraph (b): 52.203-6, Restrictions on Subcontractor Sales to the
Government, with Alternate I; 52.203.10, Price or Fee Adjustment for
Illegal or Improper Activity; 52.219-8, Utilization of Small Business
Concerns and Small Disadvantaged Business Concerns; 52.222-26, Equal
Opportunity; 52.222-35, Affirmative Action for Special Disabled and
Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped
Workers; 52.222-37, Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era; and 52.225-3, Buy America Act--Supplies;
The following clause is added to the solicitation by addenda: Treasury
Acquisition Procurement Regulation 1046.673, Inspection and
Acceptance, and Receiving Reports. This acquisition is intended to be
made on a sole source basis to Pixel Systems, 1080 East Country Road,
Fruit Heights, Utah 84037. As authorized by FAR 6.302-1 and statutory
citation 41 U.S.C. 253(c)(1), Pixel Systems is the only responsible
source of software with the cable traffic application that will satisfy
agency requirements. Because this is a commercial item, FAR
12.603(c)(3)(ii) will be used for establishing the solicitation
response time, rather than the time established in Note 22, which in
this instance is not applicable. Offers are due to the Contracting
Officer on September 12, 1996, (not later than 4:00 p.m. local time),
at the U.S. Customs Service, Field Procurement Services Group, 6026
Lakeside Boulevard, Indianapolis, IN 46278. All responsible sources may
submit a proposal which shall be considered by the agency. See note
