procure a Bioeconomic Model of the North Atlantic and Gulf of Mexico
Swordfish Fishery with Policy Analysis. The bioeconomic model of
swordfish fishery will be developed from existing data bases collected
and maintained by the National Marine Fisheries Service and previous
studies of the swordfish fishery. The model will incorporate biological
models that account for changes in both stock size and age structure
with respect to time. Changes in fleet size over time as a result of
increases or decreases in stock size, age structure,exvessel prices,
operating costs, and which includes the impacts of directed harvest and
bycatch levels. Using this empirical bioeconomic swordfish model,
policy constraints will be developed and used to determine the economic
costs and benefits of proposed management regulations. The model
including growth functions,production functions, objective functions,
and policy constraints will be coded and run using SAS computer
software. Model results will be validated and tested for sensitivity to
the estimated parameters. All programs developed and data collected by
the principle investigators will be provided to the requisitioner at
completion of the project. This procurement is a proposed solesource.
If there are no other qualified vendors the procurement will be issued
to University of Florida, Food and Resource Econ.Department,
Gainesville, Florida. A Request for Quotation (RFQ) will be issued on
or about September 11, 1996. Interested parties should submit their
interest within 15 calendar days from the date of the CBD announcement.
