synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation that will be available;
though proposals are being requested, a written solicitation will not
be issued. Solicitation No. 52-PAPT-6-00011 should be referenced on all
responces and is used to identify this Request for Proposals (RFP). The
solicitation document and incorporated provisions and clauses are those
put into effect by Federal Aquisition Circular 90-37. The Standard
Industrial Classification (SIC) Code for this requirement is 7374 -
COMPUTER PROCESSING AND DATA PREPARATION AND PROCESSING SERVICES. This
is a Firm-Fixed Price (FFP) requirement that calls for the conversion
of various electronic documents into Folio Views for Windows. These
documents are usually available in several diffferent formats
including, but not limited to, Excel, ASCII, MSWord and WordPerfect.
The contractor may also be required to provide keyboarding and/or
scanning of documents available only in hard copy. The contractor
providing this conversion service must be a Folio Views Business
Partner and employ at least four (4) Certified Folio Views Infobase
Engineers in their Washington, DC office. One of these engineers shall
be available on demand (with the others serving as backup) to provide
the conversion services for the PTO. The Folio Views Engineer status
must be maintained throughout the life of the individual task orders
rendered against this contract. The contractor shall be required to
furnish hard copy proof of this certification at the beginning of each
task order award and shall verify the certification of any additional
staff that will assist the PTO throughout the life of both the
individual task order and the contract as a whole. The contractor will
provide training/assistance for PTO personnel to perform the required
updates of created Infobase(s) and could be tasked with the actual
updating of the Infobases as needed after their initial deployment. The
contractor shall provide PTO with the script (FSR) utility used to
create the original Infobase in a format that can be used for future
updates to the Infobase. PTO personnel will be responsible for the
integrity of the data for updates and insuring that the designated
format is followed. Contract Line Item Number (CLIN) 0001, 003 and 005
are for Folio Views Engineer hourly rates for the base period and each
of two option periods; CLINs 0002, 0004 and 0006 are for travel, if
required, for the same period. The period of coverage will be from
October 1, 1997 through September 30, 1999. Delivery address for each
task order may vary, but all deliveries will be made to the PTO campus
in Crystal City complex in Arlington, Virginia. The provisions at FAR
52.212-1, Instructions to Offerors -- Commercial, and FAR 52.212-2,
Evaluation -- Commercial Items, apply to this acquisition. The
Government will award a contract resulting from this synopsis to the
responsible offeror whose offer conforming to the solicitation will be
the most advantageous to the Government, price and other factors
considered. A contract award will include FAR 52.212-4 Contract Terms
and Conditions 0 Commercial Items and 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items. Award will be made to that offeror having fully
documented Folio Views Infobase Engineers at the lowest offered price.
All offers are due on September 5, 1996 at 2:00 pm Eastern Standard

offerors must submit a written offer consisting of the names of their
proposed personnel, hard copy documentation of their status as
Certified Folio Views Infobase Engineers, and prices for each contract
period consisting of 1) hourly rates for Senior Project Manager,
Systems Analyst/Senior Programmer, Programmer, and Technical Editor; 2)
rates for 150DPI B/W BMP format and Greyscale image scanning; 3)
cropping, editing and other technical changes for small scale
(3''x5''), medium scale (5''x7'') and large scale (8.5''x11'')
documents; and 4) OCR scanning for best, average, and worst condition
hard copy scanning. The offeror must also provide a completed copy of
the provision at FAR 52.212-3, Offeror Representations and
Certification -- Commercial Items, FAR 52.212-4 Contract Terms and
Conditions -- Commercial Items and FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
