DuBose 301/415-6578 The U.S. Nuclear Regulatory Commission intends to
enter into a sole source contract entitled ''Software Maintenance and
System Support for the Bibliographical Retrieval System (BRS)'' with
Zonar Corporation. Specifically, Zonar will be required to provide the
necessary personnel, materials, equipment, and facilities to maintain
current software, including investigation and resolution of problems
related to software failures and database damage; provide system
support functions; and prepare related documentation. The current BRS
resides on a Hewlett Packard (HP) 1000 Series A minicomputer, located
in the NRC's Public Document Room in Washington, D.C. All hardware is
HP except modems and IBM-compatible personal computers (PCs) used as
BRS terminals. The PDR/BRS system runs under the HP RTE-A operating
system (currently version 6.1). The original database management system
(DBMS) is a proprietary product of the ACCESS Corporation called
Integrated Document Control System (IDCS). This proprietary software
product was initially installed by ACCESS Corporation in 1978-79 and
has been greatly enhanced by the addition of special application
software modules which were developed specifically for the NRC.
Presently, the IDCS includes approximately 78,000 lines of HP Assembler
code and 18,000 lines of FORTRAN 77 code in 380 modules. Approximately
150 additional special BRS application modules require 40,000 lines of
FORTRAN, while 35 assembler modules use 15,000 lines. Half of the
special applications were written more than ten years ago and have been
upgraded as necessary over the years. The others represent enhancements
such as on-line ordering, multi-field sort, assisted search/menu
access, on-line tutorial, and full text search and retrieval, which
were integrated during recent years. Therefore, expert knowledge of the
proprietary documentation, as well as a license from ACCESS
Corporation, which Zonar Corporation has obtained, is required in order
to provide the required software maintenance and enhancement. The
period of performance is 3 years. Interested respondents must submit
detailed information concerning their capabilities which shall include
as a minimum: extensive experience in HP RTE assembler and FORTRAN
programming and program maintenance, with particular demonstrated
capability to maintain and enhance the IDCS proprietary software;
reliable experience in maintaining bibliographic retrieval software;
and key staff who can respond on a timely basis. Information submitted
shall include the professional qualifications of the personnel to be
utilized and an outline of current and previous projects including
specific work performance which is directly related to the proposed
work. Telephonic requests will not be considered. Responses providing
insufficient information for evaluation will not be considered.
