In accordance with FAR 6.301-1, the Health Care Financing Administration intends to modify Contract number 500-93-0022 with the American Public Welfare Association to continue the Medicaid Information and Assistance Project. The project will maximize state Medicaid agencies' access to existing sources of information and technical assistance to enable them to more effectively and efficiently administer their Medicaid programs. This will be done through: providing information and technical assistance to state officials seeking help in planning or designing home and community based waivers, studying and assisting state Medicaid agencies with action they may take to ensure the quality of care under Medicaid managed care programs, identifying a range of state Medicaid agency experts for HCFA's Medicaid Technical advisory groups, and synthesizing performance standards and outcome indicators to be used by Medicaid, mental health, and substance abuse state agencies in planning services systems, developing purchase of service contracts, evaluating the impact of various payor models, and enhancing prevention strategies.
