has a need for a qualified contractor to provide DRIVERS ONLY to
operate government-owned and/or leased passenger mini-vans (15
passenger limit) and sedans for shuttle runs and chauffeur services
between the Baltimore/Washington D.C. area. The contractor shall
provide eight (8) employees to serve as motor vehicle operators; two of
which shall also serve as working supervisors. The working supervisors
shall have additional duties regarding making work assignments,
dispatching, monitoring employee performance and attendance, etc. The
contractor shall maintain a pool of at least five (5) temporary
personnel, who shall report when one or more of the regularly assigned
contractor personnel are absent. All contractor employees must possess
a high school diploma or General Education Degree, and a valid Maryland
Driver's License (or equal). Drivers may not have received any points
on their driving records within the last three (3) years; nor may they
have been convicted of a felony. Contractor supervisors must also
possess a minimum of six (6) month's experience (during the past 3
years) in directing and/or supervising employees involved in a
transportation operation. All contractor employees will be required to
undergo an extensive background investigation, including checks with
local, state and federal law enforcement agencies. Also, within fifteen
(15) days before the starting date of the contract, the contractor
shall be required to submit notarized proof to the contracting officer
that all employees selected for employment have been tested for
substance abuse and have been certified free of drugs. The government
shall have full and complete control over granting, denying,
withholding, or terminating suitability clearances for contractor
employees. The shuttle runs consist of seven (7) Baltimore/Washington
trips daily; nine (9) downtown Baltimore/Woodlawn, Md. trips daily; and
two (2) additional passenger shuttles which operate solely in the
Agency's Woodlawn, Md. complex. Contractor employees may be required to
act as a chauffeur to transport SSA officials to meetings in the
Washington, D.C. area, which would require the driver to wait long
periods before making the return trip. In this event, all drivers will
report to the International Trade Commission building in Washington,
D.C. for the wait. All contractor employees' primary duty station shall
be at the Agency's headquarters complex in Woodlawn, Maryland.
Contractor personnel shall work varying shifts, starting at 6:15 a.m.
and ending at 7:45 p.m., Monday through Friday. Contractor employees
will be required to perform daily inspection and maintenance of
vehicles for safety, cleanliness, etc. All contractor employees must
wear uniforms for ready identification. Occasional overtime may be
required. Travel in inclement weather may be experienced. The
contractor must provide appropriate insurance as set forth in the Code
of Federal Regulations (48 CFR Part 51, Subpart 51.2). Insurance must
provide coverage for bodily injury and property damage, with limits of
liability as required or approved by SSA to protest the government
against claims arising from the ownership, maintenance, or use of
Interagency Fleet Management System vehicles. The firm-fixed price
contract shall have a base period of twelve months, with four (4)
1-year options. This is a 100% small business set-aside. All
responsible sources will be considered. Request for Proposal Number
SSA-RFP-97-2780 is expected to be released on or after October 30,
1996, with proposals due 30 days thereafter. Parties interested in
