Yowell (309) 782-3818 The Armament and Chemical Acquisition and
Logistics Activity (ACALA) has a requirement for a Non-Developmental
Item (NDI) Small Arms Fire Control System (SAFCS) capable of being
integrated/mounted to various machine guns. As a minimum, the SAFCS
shall be integrated on the MK19 Grenade Machine Gun with a mount. The
SAFCS mount shall be considered an integral component of the SAFCS. The
mount shall maintain alignment between the weapon and the line of sight
to the target under all operational conditions. The SAFCS shall be
supplied with a carrying case for use when not mounted to the weapon.
In addition, the SAFCS shall be upgradable with minimal modification to
accept thermal optics. The following requirements must be satisfied:
(a) performance: the addition of the SAFCS shall significantly improve
the first burst (i.e. without range-in) probability of hit over the
current weapon configuration and shall not adversely effect the current
operational firing capability; (b) Dimensions: the SAFCS, including
power supply and any mounting device shall be designed to provide
optimum system capability at the minimum achievable size. The
government's desire is to approach current technoligical limits in
minimizing size of the SAFCS; (c) Weight: the SAFCS, including power
supply and any mounting device shall be designed to provide optimum

desire is to approach current technological limits in minimizing weight
of the SAFCS; (d) Capabilities: Day/night operation, eyesafe laser
ranging, ballistic solution computation, and reticle displacement in
response to ballistic solution computation, and recticle displacement
in response to ballistic solution. A fully functional bid sample and a
technical proposal will be required with each proposal submitted. The
offeror whose sample and technical proposal provides the best value to
the government shall be awarded a contract for the production and
delivery of two units with mount and carrying case. Delivery of two
units with mounts and carrying case will be required 180 days after
contract award. The two units will undergo Developmental and
Operational Testing (DT/OT) by the Army. After successful evaluation,
the SAFCS will be Type Classified (TC)-Generic. Thereafter, the
government intends to procure the SAFCS on a sole source basis. The
system optics will require laser eye protection. A facility clearance
at the SECRET level will be required. Contingent upon meeting
established security requirements, industry of the following countries
has been determined to be eligible to participate in the optics
program: Canada and the United Kingdom. Foreign industry desiring
copies of classified solicitations and have been identified in the CBD
as eligible will submit an official request through its embassy to HQ
DA (DAMI-POC), Washington, DC 20310-1001. Requirements are for 2 each
Small Arms Fire Control System (SAFCS). For use on MK19 Grenade
Machine Gun. All or part of this action is an unfunded FY97
requirement. FOB is destination. Estimated issue date of this
solicitation is 101096. Failure to properly address requests for
solicitation in accordance with this CBD notice will result in
non-receipt of the solicitation package. Failure to properly address
bids/offers in accordance with solicitation instructions may result in
a late bid which cannot be considered. Written, fax or electronic

Information System (AAIS). All ACALA solicitations are available for
viewing/downloading, in addition to procurement history, via the AAIS.
The AAIS can be accessed electronically, 24 hours a day, using a modem
set to dial (309) 782-7648. Terminal emulation should be VT100, no
parity, 8 data bits and 1 stop bit. Once connected, enter ''aais'' at
the ''LOGIN'' prompt. At the ''PASSWORD'' prompt depress the ''ENTER''
key. If electronic means is not possible, procurement history will be
