The Electronic Combat Development System Office (ASC/LN) is seeking information from defense contractors on their ability to provide an advanced infrared expendable solution for the C-17. Since the source would be required to deliver the expendables to support testing 30 days after receipt of contract award, the expendables must be Non-Developmental Items. For this effort, non-developmental items are defined as items which: 1) will have passed USAF Non-Nuclear Munitions Safety Board review as of 15 Oct 96, 2) have had a total production at least 500 expendables to date, and 3) have a production line capable of delivering a minimum of 600 expendables within 30 days of contract award. The expendables will be dispensed from the AN/ALE-47(V) Countermeasures Dispenser System (CMDS). The Government does not intend to award a contract on the basis of this synopsis or to otherwise pay for the information except as provided in subsection 31.205-18, Bid and Proposal (B&P) Costs, of the Federal Acquisition Regulation. This solicitation is issued for the purpose of obtaining information for advanced planning. Interested contractors are requested to submit the following information for evaluation by the Government in response to this Commerce Business Daily announcement: (1) information on how their expendable solution will meet the requirements of the Advanced Strategic and Tactical Infrared Expendables Program Multi-Command Operational Requirements Document, CAF-AFSCO-AMC-USN 323-88-I/II-A for Advanced Expendables (5 Apr 95) for tier I and tier II Surface to Air threats, (2) information demonstrating ability to meet the non-developmental criterion listed above, and (3) description of experience/qualifications in the production of expendables. Also, all respondents shall indicate whether they are a large or small business in relation to Standard Industrial Classification (SIC) code 3728, small business size standard, 1,000 employees. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
