280-8412 The U.S. Postal Service intends to explore replacing its
existing bulk mail system with a new materials handling and processing
system that is state of the art end to end. The objective is not to
retrofit existing Bulk Mail Centers, but if feasible to create an
entirely new system of facilities and equipment. Phase 1 will be
concept development and evaluation. Phase 1 will emphasize one building
with the new material handling system. Phase 2 prototyping; Phase 3
pilot facility. Only Phase 1 will be awarded to start. At this time,
the program is funded for Phase 1. Multiple awards are anticipated. To
be considered for award, the offeror must have extensive experience in
the design and implementation of sophisticated materials handling and
process control systems. Solid experience with control technology is
imperative. Proposals from sources without the foregoing industry
reputation will not be of interest. The understanding of the movement
of mail and/or parcels is beneficial. This program is being procured by
