THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION DOCUMENT; PROPOSALS ARE BEING REQUESTED AND A SOLICITTION BOOKLET WILL NOT BE ISSUED. Solicitation No. CNC-84137R-JR-29 is issued as a request for proposals. The solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. Offerors shall provide unit price and extended amount, and total cubic measurement (in cubic feet) for the following item: One (1) Continuous three conductor cable, 8kv, 1/0, Type: SHD-GC MSHA. The cable shall be 5,000 continuous feet in one (1) reel. The reel shall be ''NON-RETURNABLE FOR EXPORT''. The cable insulation shall be Ethylene Propylene rubber. The insulation jacket shall resist crushing, abrasion, compression, impact, water, aging, and weathering. MSHA stands for Mine Safety and Health Administration. MSHA requires that all cables used in mining operations must be certified MSHA; and the cable shall have these initials printed. SHD-GC means three conductor portable mine power cable with ground check. FAILURE TO FURNISH TOTAL CUBIC MEASUREMENTS MAY RENDER YOUR PROPOSAL UNACCEPTABLE. Delivery: F.O.B. DESTINATION JEFFERSON, LA, Panama Canal Commission, 6140 Jefferson Highway, Jefferson, LA 70123-5121, within 90 days or less, for offers that quote on an f.o.b. destination New Orleans basis, or 120 days or less, for offers that quote on a c.i.f./f.o.b. destination Panama, after receipt of notice of award. A price differential will be applied to offers quoted on F.O.B. destination Jefferson versus C.I.F./F.O.B. destination Panama. FAILURE TO PROVIDE DELIVERY TERMS MAY RENDER YOUR PROPOSAL UNACCEPTABLE. The following provisions and clauses apply to this acquisition: Provision 52.212-1 Instruction to Offerors - Commercial Items (Oct. 1995); Provision 52.212-2, Evaluation - Commercial Items (Oct. 1995). The Panama Canal Commission will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor No. 1 - DELIVERY TERMS: The proposal with the fastest delivery will be rated higher. Factor No. 2 - PAST PERFORMANCE: Offerors shall submit information concerning similar supplies furnished during the past three (3) years. The Government reserves the right to contact the owners of previous contracts and/or any other Government agency, for additional information. Factor No. 3 - PRICE. Factors Nos. 1 and 2 are of equal importance. Factors Nos. 1 and 2, when combined, are equal in importance to Factor No. 3. Provision 52.212-3 Offeror Representations and Certifications - Commercial Items (March 1996), Provision 52.215-18, Facsimile Proposals (Dec. 1989), and 3552.247-70, Evaluation and Effect of Delivery Terms in Contract Awards, also apply to this acquisition. Clause 52.212-4 Contract Terms and Conditions-Commercial Items (Oct. 1995), Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jan. 1996) but only the additional FAR Clauses incorporated by the Contracting Officer under paragraph (b) and (c) apply: 52.203-6, 52.203-10, 52.222-26, 52.222-3, 52.222-36, 52.222-37, and 52.225-9.
