59 -- MULTI-SYSTEM OPTICAL REVIEW STATIONS SOL OSIA01-96-R-0015 POC Lynn E. Gibby, (703) 810-4683 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation OSIA01-96-R-0015 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. The On-Site Inspection Agency (OSIA) intends to award a sole source firm-fixed-price contract to Neumann Elektronic GmbH, Pulheim, Germany, for the following: Multi-System Optical Review Stations (MORES), an automated video tape processing system to systematically review video tapes and identify deviations from defined regions of interest; five (5) each, with equipment rack suitable for the MORES equipment and other components needed to complete one station; one (1) unit will have digital audio tape (DAT) back-up and multiple independent video system (MIVS)/multiplexed camera system (MUX) capabilities; four (4) units will have DAT back-up but no MIVS/MUX capabilities; power cords, video cables, interface cables, DAT cleaning cassettes; spare DAT cassettes; operating and reference manuals. All equipment must be 220V/50hz. Neumann Elektronic designed, developed and produces the MORES technology, holds all patent, copyright and data rights, and is the only known source for this equipment. Delivery is required not later than 180 days after contract award. Delivery will be as follows: one (1) unit with MIVS/MUX and three (3) units without MIVS/MUX will be shipped to UNSCOM Bahrain; one (1) unit without MIVS/MUX will be shipped to the OSIA warehouse in Chantilly, VA. Shipment will be in accordance with FAR 52.247-32, F.O.B. Origin, Freight Prepaid. Contractor's standard commercial warranty is required for each item. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. A completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, is required.
