is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. Solicitation No.
DSWA02-96-Q-0088 is being issued as a Request for Quotation.
Solicitation Line Item 0001 - Cable, Fiber Optic, 46,000 ft, Variation
in Quantity: Plus 0% Minus 10% Salient Characteristics: The cable is
intended for transmission of dual wavelength, widelength, wide
bandwidth light pulses. The operating wavelengths of each working
optical fiber are specified as 1310 nm and 1550 nm. The cable shall be
able to withstand the following range of environmental conditions:
Temperature: Non-flexing (Shipping and Storage): - 25 C to +70 C,
Flexing (Installation and Operation): -20 C to +60 C; Geophysical:
Water, crude oil, sand, coal tar, epoxy, gravel; Installation: The
cable shall be able to withstand direct burial plow-in, aerial
suspension, and on-the-ground surface installation techniques;
Installed: The cable construction shall include provisions against, but
not limited to: impact, abrasion, rodent intrusion, lighting strike,
humidity, high winds and general exposure to desert environment.
Testing: Tests and measurements indicated are in accordance with
Electronic Industries Association(EIA) standards. Number Of Acceptable
Fibers Per Cable: Each cable shall have twenty optical fibers
(minimum) which meet all the performance requirements specified. Fibers
which fail to meet the performance criteria shall be easily
identifiable; corresponding optical test data shall accompany the cable
at the time of shipment. Optical Fiber: The optical fibers shall be a
glass/glass fiber with a step index of retraction in the core and proof
stressed at least at 50 kpsi. The fiber composition shall be such that
the finished cable meets the optical and mechanical requirements
included in the below referenced standards. Color Coding: The buffers
and/or fibers shall be color coded for circuit identification by means
of colored compounds, surface coatings, and/or surface markings
(tracers). Colors shall be in accordance with EIA Standard RS-359-A-85,
Extended Limits. Cable Assembly: The finished cable shall be assembled
in a manner which imparts no twist to the individual optical fibers.
Inner Components: All cable components, such as strength member,
fillers, inner jacket, etc., shall be such that the finished cable
meets the optical and mechanical requirements included in the below
referenced standards. Outer Jacket: The jacket shall be applied as a
smooth, tight fitting, continuous jacket. The jacket material shall be
modified to ensure ultraviolet stabilization for an exposure to a
desert sunlight environment. Applicable Documents/Commercial Standards:
Electronic Industries Association (EIA) Standard 359-A-95, Electronic
Industries Association (EIA) Standard RS-455, Standard Colors for Color
Identification and Coding, Standard Test Procedures for Fiber Optic
Fibers, Cables, Transducers, Connecting and Terminating Devices.
Delivery shall be FOB Destination to the Permanent High Explosive Test
Site (PHETS), Northern Range of White Sands Missile Range, Socorro
County, NM. Delivery is required within 60 days of award. Initial
Government inspection at origin; final inspection and acceptance at
destination. This solicitation is unrestricted. Applicable SIC Code is
3357. This solicitation incorporates provisions and clauses effective
through Federal Acquisition Circular (FAR) #90-39 and Defense
Acquisition Circular (DAC) #91-10. The following FAR provisions,
clauses, and addenda apply: 52.212-1, Instructions to
Offerors-Commercial, 52.212-2, Evaluation-Commercial Items. FCDSWA
includes these specific evaluation criteria in paragraph (a) of that
provision: (1) Past Performance - FCDSWA shall evaluate performance on
at least three past contracts for the same or similar items
accomplished within the past two years. Offeror shall submit the names
and telephone numbers of at least three entities who have purchased or
used this cable for at least two years without any problems. (2)
Technical Excellence - Technical acceptability will be determined
solely on the content and merit of the information submitted in
response to this provision. Therefore, it is incumbent on the offeror
to provide sufficient technical literature, documentation, etc., that
clearly demonstrates that the offered cable meets the Government's
minimum requirements as cited above. Award shall be made to the
responsible offeror submitting a technically acceptable quote and
offering the lowest evaluated price. Price shall be the deciding factor
among technically quotes. Offers shall submit a completed copy of the
provision at 52.212-3, Offer Representations and
Certifications-Commercial Items, with their quote. The following
additional clauses apply 52.212-4, Contract Terms and
Conditions-Commercial Items, 52.212-5 - Contract Terms and Conditions
Required to Implement Statutes or Executive Orders; 52.223-3, Protest
After Award; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35,
Affirmative Action for Special Disabled and Vietnam Era Veterans;
52.222-36, Affirmative Action for Handicapped Workers, 52.222-37,
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam Era, 52.225-3, Buy American Act - Supplies and 52.225-18,
European Union Sanction for End Products. Additionally, each offer
shall include a completed copy of Defense FAR Supplement (DFARS)
provision 252.212-7000, Offer Representations and Certifications -
Commercial Items. The following clauses apply DFARS 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial
Items, Paragraph (b), 252.225-7001, Buy American Act and Balance of
Payment Program, and 252.247-7024, Notification of Transportation of
Supplies by Sea. This is a DO rated contract. This acquisition will be
processed in accordance with the Simplified Acquisition Procedures.
Offers are due by 4:00 p.m. on September 13, 1996 at Field Command,
