previously requested in writing a copy of the above solicitation in the
past five months, there is no need to respond to this notice. The
Scientific Equipment Division invites you to participate in the second
open Season covering Federal supply schedule FSC group 66, part II,
section J, instruments and laboratory equipment, for the period of June
1, 1997 (or date ofaward, whichever is later) through may 31, 2003 (see
extension clause below). The solicitation will be issued on or about
September 12, 1996 and the closing date will be on or about October 24,
1996, 3: 30 p.m. this will be an indefinitedelivery, indefinite
quantity contract, f.o.b destination. Use of the schedule will be on a
non-mandatory basis. Anyone considering submitting an offer is advised
to review the entire solicitation and amendments to it thoroughly.
Significant changes: (1) a new modifications provision which allows
current contractors to offer new special item numbers (SINS) under a
modification request at any time during the contract period. Therefore,
current contractors are not required to submit an offer under this open
Season. 2) a new warranty provision which allows for the incorporation
of the contractor's standard commercial warranty. (3) the discount
schedule and marketing data Sheets have been deleted and replaced with
the commercial sales practice format. (4) all current contracts under
this solicitation will be modified separately during the second open
Season period to include an option toextend the term of the contract
for an additional five years, clause I-FSS-164-DWILL apply. In the
event the contractor does not wish to exercise the option toextend,
they may submit a new proposal for a new contract during the next open
Season, which will be issued on or about September 1997. (5) we will
consider a submission for identical items (items currently covered by
a group 66, part II, section J contract) when the initial offer is
equal to or lower than the currentcontract price. When this occurs, the
Contracting Officer shall conduct competitive negotiations with new
offerors and current contractors who have the identical items on
contract. The Contracting Officer will award one contract for each
specific product through the competitive negotiation process on the
basis of the best net price offered. Identical items will be considered
during the open Season period only, with no exceptions. any offers for
identical items received after the open Season period for submission
of offers will be automatically rejected. (6) clause I-FSS-125, orders
exceeding the maximum order Mo ''(August 1995) will apply. This clause
provides instruction for placing orders over the maximum order as
defined in the order limitation clause 52.216-19. to assist the
customer agencies to determine when they should seek aprice decrease,
a level called the maximum order will be established under each
contract. (7) we will be adding five additional special item numbers
(SINS) under this solicitation, the SINS are as follows; 627-34 -
antenna pattern measurement systems and directly related accessories
and options. Includes systems for determining radiation transmission
patterns of antennas, 627-35 - relay and circuit breaker test sets and
directly related accessories and options, 627-36 - aircraft navigation
Signal analyzers and directly related accessories and options. Includes
instruments and systems for analyzing aircraft guidance signals such as
localizer, glide slope, marker beacon and vor signals, 627-37 - radar
test sets and directly related accessories and options. It includes
sets for analyzing and testing various radar types including
beaconradar and transponders, 627-38 - global positioning system (GP)
receiver test sets and directly related accessories and options. (8)
the Scientific Equipment Division is pleased to announce for the first
time it will be soliciting offers for product support options for
government owned equipment/accessories covered by contract under this
Federal supply schedule. The product support options will be covered by
the following SINS; 627-2000 - equipment maintenance, 627-2001 -
pre-purchase calibration, 627-2002 - post purchase calibration,
627-2003 - extended warranty, 627-2004 - service agreements, 627-2005
- technical training and 627-2006 - technical/application development
support. Inorder to provide product support options, an offeror must be
an original equipt manufacturer (OEM) or be (OEM) approved and
certified. Offers will be accepted for product support options only;
however, only one contract (with the lowest government price) will be
awarded for any single model. An offer must comply with any regulatory
requirements, guidelines, and/or standards which govern the particular
EQUIPMENT/ACCESSORY/PART, and are of commercial practice. Also, the
offers will be solicited on the basis that the offeror must, at a
minimum, provide coverage to the 48 contiguous states and the district
of Columbia. Offers will also be accepted additionally for coverage to
AK, hi and PR. All additional terms and conditions for product support
options will be contained inthe open Season amendment No. 4. As
synopsized in the CBD notice dated 4/29/96, this office also invites
you to offer products under the new Technologies SIN 627-1007, which
has been added to this schedule. New Technologies is a new product made
available to the commercial or government Market place. This will be an
open-continuous (evergreen) SIN. All interested parties may submit an
offer at any time. There is no implied guarantee that the products
offered willbe recognized and accepted as new technology. New offerors
or current contractors must submit a cover letter, applicable
technical brochures and current pricelist(s). All material submitted
will be reviewed for acceptance bythe government's technical experts.
If the offered item(s) are found acceptableby the government,'' new
offerors ''will be issued a copy of the schedule group 66, part II,
section J solicitation along with all applicable amendments. All forms
would then be submitted to the Contracting Officer to be evaluated for
a contract. Contractors awarded a contract under this multiple award
schedule will be required to place their pricelists on a menu
DRIVEN-ON-LINE database system designed to provide customers w/access
to products and services under GSA contracts. Contractos will be
encouraged to transmit their file submissions electronically through
the EDI government facnet system using a value added network (van). The
necessary format and information will be provided on disdette to
contractors who are not EDI capable. If you are interested in receiving
