for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the solicitation only and
quotations are being requested and a written solicitation will not be
issued. The Request For Quotation No. 96-016 is issued as a Request For
Quotation and incorporated provisions and clauses that are in effect
through Federal Acquisition Circular 90-37. The standard industrial
classification code is 3826, with a small business standard of 500
employees. Delivery is required within 60 days after receipt of order.
Delivery is F.O.B. Destination to U.S. Environmental Protection
Agency, 980 College Station Road, Athens, GA 30605. Any
interested/qualified sources who can provide the items above must
respond by September 20, 1996 at 2:00 P.M., EDST. Bids should be
address to U.S. Environmental Protection Agency, 960 College Station
Road, Athens, GA 30605. The Government will award a contract resulting
from this solicitation to the responsive/responsible offeror whose
offer conforms to the solicitation and is most price advantageous to
the Government. The following FAR clauses and provisions apply: FAR
52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2,
Evaluation - Commercial Items, awarded to a responsive and responsible
offer at a fair and reasonable price; FAR 52.212-3, Offeror
Representations and Certifications - Commercial Items; FAR 52.212-4,
contract Terms and Conditions - Commercial Items. The following FAR
clauses in paragraph (b) of FAR 52.212-5, Contract Terms and
Conditions, Required to Implement Statutes or Executive Orders -
Commercial Items, will apply to the resultant contract: 52.222-3,
52.233-3, 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-35,
52.222-36, 52.222-37, 52.225-18, and 52.225-21. All offerors must
include a completed copy of FAR 52.212-3 with their response. Because
this is a commercial item, FAR 12.603 3(c)(ii) will be used for
establishing solicitation response time rather than the time
established in Note 22, which, in this instance, is not applicable to
this commercial acquisition. ENVIRONMENTAL SOFTWARE TURNKEY SYSTEM FOR
FINNIGAN INCOS 50/500 MASS SPECTROMETER requirements: The U.S.
Environmental Protection Agency, Athens, Georgia has a requirement for
TWO Turnkey Systems. The Systems must provide interface assembly and
communications controller for Finnigan Incos MS systems. Complete
instrument control of MS scan function including mass calibration,
tuning and ion signal processing. Digital signal process to allow for
high speed acquisition and processing and real-time change of
acquisition parameters. Multitasking application software includes
simultaneous data acquisition and processing. Data acquisition includes
both full scan and time-programmed selected ion monitoring modes with
variable dwell time per ion. The systems shall also include: 1)
Personal computer for turnkey system with Pentium P100 MHz, keyboard,
mouse, 16 MB RAM memory, 1.2 GB IDE hard disk drive, 3.5'' 1.44 MB disk
drive, 17'' Super VGA color monitor, OS/2 Operating system, version
3.X, Incos 50 interface hardware, interface board, interface kit,
Environmental software, software protection key, Finnigan Incos 50/500
interface cables, 110 V AC power cable, manual to operate with 50/500,
service contract and one (1) year warranty; 2) EnviroQuant software as
well as mass spectral libraries from Wiley, NIST and user-defined
libraries; 4) Streamer tape backup unit; 5) LaserJet 5P printer with
2MB memory; 6) Additional 4MB memory for LaserJet printer; 7) Varian
3400 GC 68000 Micro Process Board; 8) Add-on electronics controller to
allow digital control of a mass spectrometer; 9) Client Ringnode Token
Ring Adapter with hardware and software driver; 10) Free software
upgrades for the life of the system that maintain software currency;
11) ONE on-site training session, minimum of two days; 12) free
unlimited telephone consultation and remote diagnostics. The contractor
shall offer the same warranty terms, including offer of extended
warranties, offered to the general public in customary commercial
