This procurement is considered for noncompetitive contract action due to the following reasons. This system is not a general purpose environmental monitoring system; it must be designed for critical measurements per FDA and other regulatory requirements. Safety, effectiveness, reliability, and ease of use must be formulated into the product design specification to comply with FDA regulations. It must provide a fail-safe continuous monitor with alarm indications at both the equipment being monitored and the central station. Solicitation is expected to be issued on or about 9/3/96. Intended source is Mack Information Systems, Inc. due to their superior technical capability to meet state-of-the art performance standards. Award is contingent on funding. See Note 22. (0239)
