Officer (407) 494-9517. Broad Agency Announcement-The U.S. Air Force
is seeking research proposals describing scientific study and
experimentation directed toward maturing and/or advancing the
state-of-the art in small-scale, lightweight, fluid-based or cryogenic,
high-volume, ruggedized, portable biological particulate and volatile
chemical-vapor air sampler and in-situ analyzer technologies. The USAF
seeks to exploit selected research and development initiatives and to
evaluate technical concepts to support advanced air sampling in the
following areas: 1) experimentation using controlled particulate and
vapor aerosol air streams, 2) sampling fluid selection and
conditioning, 3) materials selection and component fabrication, 4)
small-scale in-situ screening instrumentation for biological
particulates and volatile chemicals vapors, and, 5) expert
system/neural network/fuzzy logic decision/control software. This
research initiative is envisioned as the first stage of an approach to
prioritize solutions in advanced air sampling from which a ruggedized,
fieldable prototype will eventually be produced. The Air Force requests
a five (5)-page white paper which briefly discusses the contents of the
proposal you intend to submit. Excessive effort should not be expended
on the paper. No specific format is required. Firms will be contacted
and advised whether the paper reflects research effort directed toward
the end result desired by the government. The USAF is looking for
either a team-approach or independent proposals focusing on one or more
of the above listed aspects of an integrated system. The BAA technical
requirements package (which also contains instructions for preparation
and submission of technical and cost proposals) will be provided after
screening of the white papers. Proposals based on the technical
requirements package will then be due 30 days after request by the Air
Force. Proposal selection will be made after a peer or scientific
review is conducted during which the following evaluation criteria will
be applied: relevancy to the program objectives with particular
emphasis on well-defined, documented user requirements for the sampler
data provided by each concept, overall scientific and technical merit,
the company's capabilities, facilities, personnel, and related
experience, unique or novel approaches, technical capabilities and
techniques relevant to achieving the program objectives, the company's
record of past performance, and realism/reasonableness of any proposed
costs/fees. This announcement will remain open thru 30 September 96.
The government reserves the right to select none, one, or more of the
proposals submitted for award. This BAA is an expression of interest
only--the government will not pay for any costs associated with
preparation and submission of white papers and proposals. Participation
by historically black colleges and universities/ minority institutions
(HBCU/MI) is strongly encouraged as either a potential contractor or
subcontractor, however, due to the impracticality of reserving discrete
