617-377-3847. Electronic Systems Center (ESC), Air Force Materiel
Command (AFMC), intends to negotiate with Software Engineering
Technology, Inc., Mill Bldg, Suite 304, 2200 Sutherland Avenue,
Knoxville, TN 37919 on a sole-source basis to award a purchase order to
provide technical services to the TACOM Life Cycle Software Engineering
Center (LCSEC). The LCSEC at Picatinny Arsenal is a representative DOD
Software Support Center (SSC) that is working to apply a more formal
approach to software support. The LCSEC has demonstrated significant
process improvements by implementing Cleanroom Software Engineering
(CSE) methods in the IMBC project. This task will provide to the LCSEC
support for their evolving in-house process engineering efforts and
provide analyses and support in areas identified by the government as
important initiatives in the effort to raise the LCSEC's process
maturity level. The contractor shall provide training, coaching, and
consultation in advanced Cleanroom Software Engineering methods.
Software Engineering Technology shall also provide to the government
Cleanroom Process analysis and support in specific areas of integrating
or combining test data, software architecture, and analyses of methods
of defining reusable subsystems as hierarchies of black boxes. The
authority for this plan of action is 10 U.S.C. 2304(c)(1)(FAR
6.302-I)(a)(2)(iii), only one or a limited number of qualified sources,
and no other type of supplies or services will satisfy agency
requirements. If a firm other than Software Engineering Technology,
Inc., feels it meets this criteria, it should submit a qualification
package as explained below. The Government is contemplating a firm
fixed price contract at a total estimated cost of $99K. Replies from
firms interested in this requirement must be received within fifteen
(15) days after publication of this notice. Please submit your document
to ESC/AXK, (Attn: Allorria L. Harris), 5 Eglin Street, (Bldg 1704),
Hanscom AFB, MA 01731-2116. All qualification packages received will be
considered by the Government. This announcement is not a solicitation.
Responses should consist of a single document consisting of not more
than ten (10) pages in total (single-sided) and shall include the
following sections: a) A one page table of contents listing the
contents in the same order listed above and the page number of the
applicable response, b) Sectors providing explicit and concise
responses to each area, and c) Detailed response to Note Number 25. No
other information is required or desired at this time. The Government
intends to solicit those firms meeting the screening criteria in this
synopsis. Any offeror initially judged to be unqualified will also be
provided a copy of the solicitation upon request and any offer from
such a firm will be evaluated without prejudice. This notice does not
obligate the Government to award a contract, nor does it restrict the
