The National Center for Research Resources (NCRR) of the National Institutes of Health (NIH) has a requirement to provide all necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government, to desgin an evaluation to determine the cost effectiveness and accessibility of the Regional Primate Research Centers (RPRC) Program. This requirement shall include site visits to RPR Centers. The cost effectiveness evaluation design (Stage 1) shall be completed so that the cost effective evaluation can be conducted (Stage 2) and optimal PRPC organizaitonal models can be developed (Stage 3). Specifically, the Contractor shall have demonstrated expertise and/or be knowledgeable in the following areas: 1) in cost effectiveness evaluation design, 2) Federal government cost accounting principles, 3) data analysis and synthesis, 4) institutional infrastructure costs, and 5) operations of RPRCs. The proposed period of performance shall begin September 30, 1996, and continue through February 28, 1997. The applicable Standard Industrial Classification (SIC) is 8742, size standard $3.5 million. This acquisition is applicable to simplified acquisition procedures. The proposals may be due fifteen calendar days from the publication date of this synopsis.
