FOR THE IMPLEMENTATION OF CONSTRUCTION CONTRACTS TO CORRECT LIFE SAFETY
DEFICIENCIES AT FCI'S - FAIRTON, NJ; FORT DIX, NJ AND MCC - NEW YORK

originally publicized in the CBD dated 12/11/95, and amended 12/21/95
is amended to add an additional requirement for Fort Dix, NJ; delete
reference to Numbered Note 1, as this requirement is unrestricted and
restate the original requirement with all amendments: Professional
Architects/Engineer services are required for the implementation of the
Life Safety Plan of Action provided by separate contract. The Federal
Correctional Institution at Fairton, NJ and the Metropolitan
Correctional Center, NY plans will require evaluation of facility life
safety systems affecting fire separation, access, sprinkler, smoke and
fire detection and alarm systems. The A/E will provide bid documents to
correct system deficiencies and provide studies of the existing
sprinkler and alarm systems, generating as-built documents. The A/E
will provide system testing to determine system compliance with NFPA
code and/or a correction plan for meeting the required code compliance.
The report, provided by separate contract, lists areas of the above
that require expansion, renovation, revision and repairs. FCI Fort Dix
requires a state of the art fire alarm system and design of water
supply for future sprinkler system to include all equipment required to
meet NFPA code for a sprinkler supply system. The construction cost for
two institutions is estimated to be between $250,000.00 and
$500,000.00. Fort Dix is estimated to be between $500,000.00 and
$1,000,000.00. The estimated performance period of the resultant
contract is 995 calendar days. The evaluation criteria for selection
and contract award, in descending order of relative importance, are as
follow: (1) Proposed project team and organization; (2) Comparable
experience and performance; (3) Capability and capacity; (4) Past
performance on contracts got government agencies and/or private
industry projects; (5) Knowledge of localities; and (6) Proximaty to
project. Only those firms having a principal place of business in the
States of New Jersey or New York, and have the capability to perform
the services described herein, are requested to submit appropriate data
within 30 calendar days (4:00PM EST) from the initial publication date
of this announcement. Applicant responses to the aforementioned
evaluation criteria shall use Standard Forms 254 and 255, which will
form the basis of the initial evaluation of qualifications. The data
submitted shall be concise and must address all specific categories
listed in the evaluation criteria. A firm-fixed price contract will
result from this acquisition. Any firm that has previously submitted is
requested to resubmit based on the new requirement. All previous
