A comprehensive management plan is a document which provides a description of the desired future conditions and long-range guidance for the Refuge Manager to accomplish purposes of the National Wildlife Refuge System and the refuge. These plans establish management direction to achieve refuge purposes. The study area for the plan will be Avoyelles and Rapides Parishes, approximately 43,000 acres. Professionals required may include biologists, National Environmental Policy Act environmental planners, writers/editors and facilitators. The estimated price range for this project is $25,000 to $50,000. The size standard for an emerging small business is $1.25 million in average annual gross revenue for thelast 3 fiscal years. If no SF 254/SF 255's are received from anemerging small business, the set aside will be cancelled; however at this time, you must be an emerging small business to submit a SF 254/SF 255 which will be considered.
