WILDE (520) 533-2232 (Site Code DAEA32) This is a presolicitation notice for non-personal technical support services in support of Headquarters, United States Information Systems Engineering Command (USAISEC) elements at Fort Huachuca, Arizona. This support shall be available to support other U.S. Army Activities, Military Departments (MILDEPS), Department of Defense(DoD) agencies (Army, Air Force, Marines, Navy, and other DoD activities), and other Federal Government agencies/departments. The objectives to be achieved as a result of this contract are as follows: to ensure that newly developed systems and system enhancements exploit state-of-the-art technology, are accurate, comply with requisite government standards, and provide needed service; to improve the existing systems ability to meet functional and user needs and provide more timely and accurate information to all levels of Army or organizations supported, and to contribute to the implementation of effective policies and procedures. Delivery of these services may require travel to voth CONUS and OCONUS locations as well as performance at various on-site or off-site locations. The governments specific requirements will be identified in each delivery order/task order issued under this contract. The contractor shall provide qualified personnel, supervision, and management required to perform the identified services. The types of services supported under this contract shall cover, but not be limited to, the following software related functions: Automated Information Systems (AIS) requirements studies/site surveys, systems analysis, systems design, programming and testing new applications, maintenance and enhancements to existing software and firmware, development and maintenance of documentation for automated systems, systems administration, user training, both formal and informal, system installation and operation, Systems software development, quality assurance and configuration management, debugging,systems conversion, systems maintenance, systems transition, integration services and methodology and other software engineering. The requirement consists of a base year plus four one-year options beginning on or about 1 October 1997. NO SOLICITATION IS CURRENTLY AVAILABLE FOR RELEASE. A Draft Statement of Work (DSOW) is currently on the USAISC Contracting Office's Electronic Bulletin Board System(EBBS) at file library 96r0017, file name dsow.exe. Industry comments regarding the DSOW are encouraged. Offerors are encouraged to identify and propose alternatives to Military Specifications and Standards contained in the DSOW. DO NOT request any documents in writing; accessing the EBBS places a vendor on the Bidder's Mailing List automatically.
