The CMTS is a unique system which provides United States Government arms control treaty mandated reporting requirements and treaty limited equipment. The CMTS is a custom designed system of which the Government does not possess adequate technical data (source code and supporting documentation) to solicit this requirement on other than a sole source basis. The resultant contract shall be awarded on a cost-reimbursement basis for a basic period not to exceed 12 months with four one year options. See Note 22. Synopsis Number 96-0016. (0239)
